GORDON COUNTY BOARD OF COMMISSIONERS
REGULAR SESSION MINUTES
JANUARY 10, 2017
The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, January 10, 2017, at 6:00 p.m. in the conference room of the Administration Building.
County Attorney Ledbetter called the meeting to order.
ELECTION OF CHAIRMAN AND VICE CHAIRMAN
Attorney Ledbetter announced that he is opening up for nominations for the position of Chairman for the Board of Commissioners. Commissioner Steward nominated Becky Hood for Chairman. Attorney Ledbetter asked if there were any other nominations for Chairman. No other nominations were made and Attorney Ledbetter announced that nominations are now closed and asked for all persons voting to elect Becky Hood to continue as the Board’s Chairman to raise their hand. Commissioners Owens, Sexton, Steward, and Cunningham voted in favor of the nomination for Becky Hood as Chairman.
Attorney Ledbetter announced that he is opening up for nominations for the position of Vice Chairman for the Board of Commissioners . Commissioner Cunningham nominated Chad Steward for Vice Chairman. Attorney Ledbetter asked if there were any other nominations for Vice Chairman. No other nominations were made and Attorney Ledbetter announced that nominations are now closed and asked for all persons voting to elect Chad Steward to continue as the Board’s Vice Chairman to raise their hand. Commissioners Owens, Sexton, Hood, and Cunningham voted in favor of the nomination for Chad Steward as Vice Chairman.
EMPLOYEE RECOGNITION
Chairman Hood asked Commissioner Sexton to read the list of employees with anniversary hire dates in January. Commissioner Owens drew the name of Ann Payne as Employee of the Month.
APPROVAL OF MINUTES
Chairman Hood asked if there are any additions, omissions, or deletions to the Minutes for the Work Session December 20, 2016, and the Regular Meeting December 20, 2016. Commissioner Sexton made a motion to approve the minutes. Commissioner Cunningham seconded the motion and Commissioners Cunningham, Sexton, Owens and Steward voted aye. Motion approved.
ADMINISTRATOR’S REPORT
County Administrator King read the report into the record.
COMMISSIONERS’ REPORT
Commissioner Owens reported that he attended the New Commissioners Training in Athens and he commented that he looks forward to working with each of the Board members. Commissioner Sexton reported that he attended the Public Works Committee meeting and will have a report from that Committee after the next committee meeting. Commissioner Steward attended the College and Career Academy meeting and the Finance Committee meeting. Commissioner Cunningham met with the Mayor of the City of Fairmount and attended the Finance Committee meeting. Commissioner Hood thanked everyone who was working during the recent snow storm, and for staying on top of everything as the weekend wore on. Commissioner Hood also thanked County Attorney Ledbetter for getting all the bond paperwork completed and signed on time by working on New Year’s Eve.

CONSIDERATION OF NEW BUSINESS
APPOINTMENT OF M. L. BUD OWENS TO THE NORTHWEST GEORGIA REGIONAL COMMISSION FOR A TERM TO COINCIDE WITH HIS TERM OF COMMISSIONER TO BOARD OF COMMISSIONERS
Chairman Hood advised that this is for the appointment of Bud Owens to the Northwest Georgia Regional Commission for a term to coincide with Mr. Owens term on the Board of Commissioners.
Commissioner Steward made a motion to approve the appointment of Bud Owens to the Northwest Georgia Regional Commission. Commissioner Cunningham seconded the motion and Commissioners Steward, Cunningham, and Sexton voted aye. Motion passed.
REAPPOINTMENT OF JERRY LOVELACE TO THE PLANNING AND ZONING COMMISSION FOR A FOUR-YEAR TERM ENDING 12/31/2020 – COMMISSIONER CUNNINGHAM’S APPOINTEE
Chairman Hood advised that this is for the reappointment of Jerry Lovelace to the Planning and Zoning Commission for a four-year term ending 12/31/2020. Commissioner Cunningham has contacted Mr. Lovelace and he is willing to serve another term on the Planning and Zoning Commission. This is Commissioner Cunningham’s appointee and Mr. Lovelace is in attendance at this meeting.

REAPPOINTMENT OF RANDY RULE TO THE PLANNING AND ZONING COMMISSION FOR A FOUR-YEAR TERM ENDING 12/31/2020 – COMMISSIONER OWENS’ APPOINTEE
Chairman Hood advised that this is for the reappointment of Randy Rule to the Planning and Zoning Commission for a four-year term ending 12/31/2020. This is Commissioner Owens’ appointee, Commissioner Owens has contacted Mr. Rule and he is willing to serve another term on the Planning and Zoning Commission.
Commissioner Owens made a motion to approve the reappointment of Randy Rule to the Planning and Zoning Commission for a four-year term ending 12/31/2020. Commissioner Steward seconded the motion and Commissioners Owens, Steward, Sexton, and Cunningham voted aye. Motion passed.
REAPPOINTMENT OF BUTCH LAYSON TO THE PLANNING AND ZONING COMMISSION FOR A FOUR-YEAR TERM ENDING 12/31/2020 – COMMISSIONER SEXTON’S APPOINTEE
Chairman Hood advised that this is for the reappointment of Butch Layson to the Planning and Zoning Commission for a four-year term ending 12/31/2020. This is Commissioner Sexton’s appointee, Commissioner Sexton has contacted Mr. Layson and he is willing to serve another term on the Planning and Zoning Commission.
Commissioner Cunningham made a motion to approve the reappointment of Butch Layson to the Planning and Zoning Commission for a four-year term ending 12/31/2020. Commissioner Owens seconded the motion and Commissioners Cunningham, Owens, Sexton, and Steward voted aye. Motion passed.
REAPPOINTMENT OF BRUCE POTTS AND SHEILA CALLOWAY TO THE DEPARTMENT OF FAMILY AND CHILDREN SERVICES BOARD FOR FIVE-YEAR TERMS ENDING 2/28/2022
Chairman Hood advised that this is for reappointment of Bruce Potts and Sheila Calloway to the Department of Family and Children Services Board for five-year terms ending 2/28/2022. The State of Georgia Division of Family and Children Services has notified Gordon County that Mr. Potts and Ms. Calloway would like to remain board members for another five-year term and members of that Board are in agreement with the extension of their terms.
Commissioner Steward made a motion to approve the reappointments of Bruce Potts and Sheila Calloway to the Department of Family and Children Services Board for five-year terms ending 2/28/2022. Commissioner Owens seconded the motion and Commissioners Steward, Owens Sexton, and Cunningham voted aye. Motion passed.
APPOINTMENT TO THE DBHDD REGIONAL ADVISORY COUNCIL FOR TRACE VAUGHN FOR A THREE-YEAR TERM ENDING 12/31/2019
Chairman Hood advised that this is for an appointment for Trace Vaughn to the DBHDD Regional Advisory Council for a three-year term ending 12/31/2019. The DBHDD Advisory Council notified Gordon County of Mr. Vaughn’s willingness to serve and their approval of his appointment.
Commissioner Cunningham made a motion to approve the appointment of Trace Vaughn to the DBHDD Regional Advisory Council for a three-year term ending 12/31/2019. Commissioner Steward seconded the motion and Commissioners Cunningham, Steward, Owens, and Sexton vote aye. Motion passed.
ADJOURNMENT
Commissioner Sexton made a motion to adjourn the meeting. Commissioner Steward seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 6:16 p.m.
