GORDON COUNTY BOARD OF COMMISSIONERS
REGULAR MEETING MINUTES
FEBRUARY 1, 2022


The Gordon County Board of Commissioners held their Regular Meeting on February 2, 2022 beginning at 6:00 p.m. in the Conference Room of the Administration Building.

Chairman Hood called the meeting to order.

APPROVAL OF MINUTES

Chairman Hood asked if there are any additions, omissions, or deletions to the Minutes for the Work Session and Regular Meeting of January 18, 2022. Commissioner Cunningham made a motion to approve the Minutes. Commissioner Potts seconded the motion and Commissioners Owens, Potts, Cunningham, and Steward voted aye. Motion passed.

ADMINISTRATOR’S REPORT

Administrator Ledbetter read the report (copy attached).

COMMISSIONERS’ REPORT

Commissioner Owens reported that he attended the Chief Elected Officials meeting for Commissioner Hood, Northwest Georgia Regional Commission, and the Development Authority meeting.

Commissioner Potts reported that he attended the Hamilton Physicians Group ribbon cutting, visited a Solid Waste Facility in Tennessee, met with some staff at the Administration Offices, attended the 5th annual Fire Department banquet, our firefighters saved seven or eight lives performing life saving procedures. Visited a homeless camp and took some food, did not go as a Commissioner but just wanted to bring attention to the need for a church or church ministry. Reported on his Committee departments and the work they are presently involved in.

Commissioner Steward reported that he spent some time with Mr. Ledbetter and staff at the Administration Building, attended the recent weather briefing and toured the new Judicial Building.

CONSIDERATION OF NEW BUSINESS

DECLARATION OF SURPLUS PROPERTY FOR THE SHERIFF’S DEPARTMENT FOR THREE AUTO CLEAR X-RAY MACHINES

Administrator Ledbetter advised the Board that this is a request for a Declaration of Surplus Property for the Sheriff’s Department for three Auto Clear X-Ray Machines. The Sheriff’s Department has advised that they are outdated, obsolete, and no longer of any use to the Sheriff’s Department.

Commissioner Potts made a motion to approve the Declaration of Surplus Property for the Sheriff’s Department. Commissioner Owens seconded the motion and Commissioners Owens, Cunningham, Potts, and Steward voted aye. Motion passed.

GORDON COUNTY COMMISSION DISTRICTS DRAFT MAP TO BALANCE THE DISTRICTS

Administrator Ledbetter advised that this is the Commission Districts draft map. Every ten years the local governments take a look at districts as a result of the census to make sure that the districts are balanced and people are fairly represented. The map was drawn by the State Legislative Office. Under the new numbers, District 1 Commissioner Owens and District 2 Commissioner Steward do not change. District 3 Commissioner Potts and District 4 Commissioner Hood will drop territory and numbers and District 5 Commissioner Cunningham will increase a little territory and numbers. This gets all within acceptable numbers.

Commissioner Potts made a motion to approve the Resolution for the Commission Districts Map. Commissioner Steward seconded the motion and Commissioners Cunningham, Potts, Owens, and Steward voted aye. Motion passed.

MOMON CONSTRUCTION AGREEMENT AMENDMENT FOR GORDON COUNTY COURTHOUSE PROJECT

Administrator Ledbetter advised that the Board set the guaranteed maximum price for the second phase of the Courthouse project at a previous meeting. This is to formalize that by stating it in the agreement. This reflects the guaranteed maximum price of $6,345,672.

Commissioner Potts made a motion to approve the Momon Construction Agreement Amendment Commissioner Steward seconded the motion and Commissioners Potts, Owens, Cunningham, and Steward voted aye. Motion passed.

APPOINTMENT TO THE BOARD OF HEALTH FOR AN UNEXPIRED TERM ENDING 12/31/2022 FOR DR. JOSEPH JOYAVE

Chairman Hood advised that this item was added to the agenda in the Work Session at the request of Commissioner Owens to appoint Dr. Joseph Joyave to the Board of Health for an unexpired term ending 12/31/2022.

Commissioner Owens made the motion to appoint Dr. Joyave to the Board of Health for an unexpired term ending 12/31/2022. Commissioner Potts seconded the motion and Commissioners Owens, Potts, Steward, and Cunningham voted aye. Motion passed.

ADJOURNMENT

Before adjournment, Commissioner Owens recognized two guests in attendance from the Youth Leadership class. Commissioner Owens asked the youth to introduce themselves and tell what school they attended.

Commissioner Cunningham made a motion to adjourn the Regular Meeting. Commissioner Potts seconded the motion and all voted aye.

There being no further business, the meeting adjourned at 6:33 p.m.
