REGULAR SESSION MINUTES
FEBRUARY 2, 2021
The Gordon County Board of Commissioners held their Regular Meeting on February 2, 2021 beginning at 6:00 p.m. in the conference room of the Administration Building.

Chairman Hood called the meeting to order.
Commissioner Owens welcomed Troup 46 Boy Scouts from Sonoraville with Scout Master Tony Watson and other leaders. Commissioner Owens asked their Scout Master to introduce each of the Scouts. Boy Scouts were in attendance to earn badges for attending a Board of Commissioners meeting to learn more about County government.
EMPLOYEE RECOGNITION
Commissioner Steward read the list of Employees with anniversary hire dates in February and he drew the name of Mike Reece as Employee of the Month for February.
APPROVAL OF MINUTES
Chairman Hood asked if there are any additions, omissions, or deletions to the Minutes for the Work Session and Regular Meeting of January 19, 2021. Commissioner Cunningham made a motion to approve the Minutes. Commissioner Potts seconded the motion and Commissioners Owens, Potts, Steward, and Cunningham voted aye. Motion passed.
ADMINISTRATOR’S REPORT
Administrator Ledbetter read the report.
COMMISSIONERS’ REPORT
Commissioner Potts commented that he had been working to set up times to meet with his Public Works Committee members Steve Paris, Mike Satterfield, and Jeff Champion, he wants to meet with them in person, but has not done so yet due to Covid and the passing of his Mom, but plans to meet with them by the end of the month and report at the next meeting. Commissioner Owens reported that he had met with the Elections Department, the Human Resources Department and the County Clerk to discuss their departments and stated his goal is to visit all the other administrative offices. Commissioner Owens advised that he also attended this year’s first ACCG legislative update meeting, the Council of Chief Elected Officers meeting, State EMS Council meeting and this morning he chaired the Calhoun College and Career Board meeting.
Commissioner Steward advised the Board that he missed the last Board meeting due to being in the hospital with some health issues and thanks everyone for their thoughts and prayers. Chairman Hood advised that she had attended the Covid Task Force zoom meeting. Commissioner Cunningham reported that he had worked with the Administrator several times concerning resolving some citizen complaints.

CONSIDERATION OF NEW BUSINESS
APPOINTMENT TO THE GORDON COUNTY BOARD OF HEALTH FOR COMMISSIONER BRUCE POTTS TO FILL GORDON COUNTY’S CEO DESIGNATED POSITION ON THE BOARD OF HEALTH
Administrator Ledbetter advised that this is an appointment to the Gordon County Board of Health for the County’s CEO designated position. Due to Commissioner Norris Sexton not being on the Board of Commissioners now, and had been the appointee for that position, now the Chairman would like to name Commissioner Bruce Potts to fill that position.
Commissioner Owens made a motion to approve the appointment of Bruce Potts to the Board of Health. Commissioner Steward seconded the motion and Commissioners Steward, Cunningham,
And Owens voted aye. Motion passed.
APPOINTMENT TO THE BOARD OF TAX ASSESSORS FOR DONNA REEVE TO FILL LAMAR RAY’S UNEXPIRED TERM ENDING JUNE 30, 2025
Administrator Ledbetter advised that Lamar Ray is retiring from the Board of Tax Assessors and that Board is requesting that Donna Reeve be appointed to fill the unexpired term of Lamar Ray for the term ending June 30, 2025.
Commissioner Cunningham made a motion to approve the appointment of Donna Reeve to the Tax Assessors Board to fill the unexpired term ending June 30, 2025. Commissioner Steward seconded the motion and Commissioners Owens, Steward, Cunningham, and Potts voted aye. Motion passed.
HAZARD MITIGATION ASSISTANCE AGREEMENT WITH GEORGIA EMERGENCY MANAGEMENT AND HOMELAND SECURITY AGENCY
County Administrator Ledbetter advised that this is the Hazard Mitigation Assistance Agreement with the Georgia Emergency Management and Homeland Security Agency. In about 2017 the County applied for and had been approved for a Hazard Mitigation Assistance Grant for emergency warning signs. This is the agreement that we have to approve and sign for that grant. The County pays the money upfront and then will be reimbursed for everything but our share which is $6, 112.50 out of a total cost of $40,750.00.
Commissioner Owens made a motion to approve the Hazard Mitigation Assistance Agreement for the grant. Commissioner Cunningham seconded the motion and Commissioners Potts, Owens, Cunningham, and Steward voted aye. Motion passed.
ADJOURNMENT
Commissioner Steward made a motion to adjourn the Regular Meeting. Commissioner Owens seconded the motion and all voted aye.
There being no further business, the meeting adjourned at 6:26 p.m.
