Work Session Minutes
Friday, February 3, 2023 – 3:00 p.m.

PRESENT: Chair Bud Owens, Vice-Chair Kevin Cunningham; Commissioners Chad
Steward, Bruce Potts, Kurt Sutherland; County Administrator and
Attorney Jim Ledbetter, County Clerk Hollis Barton, Executive Assistant
Keith King, Finance Director Andrea Bramlett; Blake Silvers
A. Call to Order – Chair Bud Owens called the meeting to order.
B. Order of Business
1. Set Calendar and Meeting Dates for 2023-2024 Budget
County Administrator Jim Ledbetter gave an overview of the agenda
items. Finance Director Andrea Bramlett gave an overview of the dates for
the budget and goals pertaining to the upcoming budget as well as the
planning process.
2. Set Calendar and Meeting Dates for SPLOST
Executive Assistant Keith King presented the calendars to the
Commission. Mr. Ledbetter stated a conservative estimate that SPLOST
would collect over six (6) years is estimated to be 76 million dollars.
3. Set Calendar and Meeting Dates for Comprehensive Plan
Mr. Ledbetter gave an update to the Commission on the recent meeting
with the City regarding future land use. Stated we are coordinating with
the City to gain the most from our investment. Mr. Ledbetter suggested
meeting in March to review the project list.
Chair Owens also gave an update from the meeting with the City that they
discussed the possibility of a Joint Committee to discuss upcoming
legislation as well as other potential items that would affect local
governments.
C. Executive Session to discuss personnel, litigation, or real estate.
Chair Owens then made a motion to enter into executive session, seconded by
Vice Chair Cunningham. The motion carried 5-0. No action was taken during the
executive session.
D. Adjourn – There being no further business to come before the Committee, the
meeting was adjourned.
