PRESENT: Commissioners Chair Bud Owens, Vice-Chair Kevin Cunningham, Chad Steward, and Kurt Sutherland; County Administrator and Attorney Jim Ledbetter, County Clerk Hollis Barton, Executive Assistant Keith King; Blake Silvers, Brandi Owczarz; approximately 40 guests

NOT PRESENT: Commissioner Bruce Potts

Call To Order:
Chair Owens called the meeting to order.

Approval of Minutes:
Commissioner Steward made a motion to approve, seconded by Vice-Chair Cunningham. The motion carried 4-0.

Approval of the Agenda:
Commissioner Steward made a motion to approve the agenda, seconded by Vice-Chair Cunningham. The motion carried 4-0.

Administrator’s Report:
Mr. Ledbetter presented the Administrator’s Report to the Commission.

Commissioner’s Report:

  • Vice-Chair Cunningham:  Vice-Chair Cunningham stated he has been keeping in regular contact with Mr. Ledbetter, as well as citizens; attended the Gordon County Chamber of Commerce Luncheon on February 16th.
  • Commissioner Steward:  Commissioner Steward stated he attended the Resaca City Council meeting the previous evening and Julian Meadows was there to speak on the Comprehensive Plan. Commissioner Steward provided updates on their action items.
  • Commissioner Potts:  Commissioner Potts provided a video presentation since he was unable to attend the meeting. Stated on February 8th he attended a Waste Management Facility Tour with Keep Gordon County Beautiful. On February 10th, traveled to Pickens County to visit the Ag and Recycling Centers; February 16th, attended the 63rd Annual Chamber Luncheon; February 17th, invited to attend a meeting at the Whitfield College and Career Academy where Gordon County Fire Dept and Gordon County Schools met with Calhoun Fire and City Schools.
  • Commissioner Sutherland:  Commissioner Sutherland stated he had a few phone calls from concerned citizens regarding paving and followed up with Public Works Director Steve Parris; met with Mr. Ledbetter, Mr. King, and Mrs. Bramlett regarding needs for a County facility.
  • Chair Owens:  Chair Owens stated on February 15th he chaired the Calhoun College and Career Academy Board meeting; looking at the Firefighter program Commissioner Potts mentioned as well as a possible EMT program for students; stated he also visited Mr. Ledbetter and Mr. King at Administration as well as Chief Ralston and Deputy Chief Sutton at the Fire Department to thank the firefighters; visited Calhoun Maintenance Farm; attended Gordon-Floyd Joint Development Authority in Rome; on February 16th, met with Commissioner Potts and attended the annual Chamber Luncheon and meeting event. On February 20th, met with two citizens regarding concerns and today attended the Georgia State EMS Council quarterly meeting.

Public Hearing for Zoning:

Chair Owens called for a motion to enter into Public Hearing. Commissioner Sutherland made a motion to enter into Public Hearing, seconded by Vice-Chair Cunningham. The motion carried 4-0. No one signed up to speak in favor or opposition of the requests.

  • Application Z22-30 requesting rezoning from Agricultural (A-1) to Crossroads Commercial (C-C) located at 918 S Wall St, Calhoun, GA 30701; Gordon County Tax Parcel 041-224C. The Planning Commission voted 5-0 to approve. – Mr. Ledbetter presented the item to the Commission. Commissioner Steward made a motion to approve, seconded by Vice-Chair Cunningham. The motion carried 4-0.
  • Application Z23-02 requesting rezoning from Agricultural (A-1) to Highway Commercial (C-H) located at 3751 Rome Rd SW, Plainville, GA 30733; Gordon County Tax Parcel 027-040. The Planning Commission voted 5-0 to approve. – Mr. Ledbetter presented the item to the Commission. Vice-Chair Cunningham made a motion to approve the request with conditions set forth by the departmental reviews, seconded by Commissioner Sutherland. The motion carried 4-0.
  • Application Z23-01 requesting rezoning from Agricultural (A-1) to General Commercial (C-G) located at 3011 Pine Chapel Rd NE, Resaca, GA 30735; Gordon County Tax Parcel 061-065. The Planning Commission voted 5-0 to approve. – Mr. Ledbetter presented the item to the Commission. Vice-Chair Cunnigham made a motion to approve, seconded by Commissioner Steward. The motion carried 4-0.

Vice-Chair Cunningham made a motion to adjourn the Public Hearing, seconded by Commissioner Steward. The motion carried 4-0.

Consideration of Unfinished Business:
None

Consideration of New Business:

  • Request from Finance to approve the budget amendments to the General Fund in the amount of $570,533; 2018 SPLOST Fund in the amount of $6,000,000; and Emergency Telephone Fund in the amount of $15,000. – Chair Owens presented the item to the Commission. Commissioner Steward made a motion to approve, seconded by Commissioner Sutherland. The motion carried 4-0.
  • Request from Administration to approve fee proposal from CROFT & Associates for engineering and architectural services in the amount of $159,300 for Public Works facility. This will be budgeted using overages from SPLOST Funds. – Chair Owens presented the item to the Commission; Mr. Ledbetter clarified these would be budgeted using SPLOST funds. Vice-Chair Cunningham made a motion to approve, seconded by Commissioner Sutherland. The motion carried 4-0.

Adjourn:

Commissioner Sutherland made a motion to adjourn, seconded by Vice-Chair Cuningham. The motion carried 4-0.
