REGULAR MEETING MINUTES
MARCH 3, 2020


The Gordon County Board of Commissioners held their Regular Meeting on March 3, 2020 beginning at 6:00 p.m. in the conference room of the Administration Building.

Chairman Hood called the meeting to order.

EMPLOYEE RECOGNITION – Employees with Anniversary Hire Dates in March

Commissioner Owens read the list of employees with anniversary hire dates in March. Commissioner Cunningham drew the name of Kenneth Holleran with the Gordon County Sheriff’s Department as Employee of the Month for March.

APPROVAL OF MINUTES

Chairman Hood asked if there are any additions, omissions, or deletions to the Minutes for the Work Session February 25, 2020, and the Regular Meeting February 25, 2020. Commissioner Owens made a motion to approve the Minutes. Commissioner Sexton seconded the motion and Commissioners Owens, Sexton, and Cunningham voted aye. Motion passed.

ADMINISTRATOR’S REPORT

Administrator Ledbetter read the report. (copy attached)

COMMISSIONERS’ REPORT

Commissioner Owens commented that he attended a Covid-19 meeting at the hospital and attended a class at the ACCG Conference in Atlanta.

CONSIDERATION OF UNFINISHED BUSINESS

None

CONSIDERATION OF NEW BUSINESS

BUDGET AMENDMENT FOR BOARD OF ELECTIONS AND VOTER REGISTRATION $45,000 FOR ELECTIONS COSTS AND THE BUDGET AMENDMENT FOR BUILDING AND GROUNDS $150,000 FOR NEW HVAC AT SONORAVILLE RECREATION

Administrator Ledbetter advised that this is a budget amendment for the Board of Elections and

Voter Registration for $45,000, this would be for elections costs due to unfunded State requirements; and a budget amendment for the Building and Grounds for $150,000 for new HVAC system at the Sonoraville Recreation Department. For a total of $195,000. These items were not able to be anticipated during the preparation of the budget process last year. The elections equipment came in November/December so we have recently learned about the cost of new ink, new paper, new equipment, shelving, moving expenses, etc. The new HVAC is for the gym at Sonoraville; the current system is about 14 years old and insufficient.

Commissioner Owens made a motion to approve the budget amendment totaling $195,000. Commissioner Sexton seconded the motion and Commissioners Cunningham, Owens, and Sexton voted aye. Motion passed.

BID AWARD FOR CONSTRUCTION MANAGER AT RISK FOR THE COURTHOUSE AND ANNEX

Administrator Ledbetter advised the Board that Gordon County issued a proposal to contract for a Construction Manager at Risk for the Courthouse and Annex project. Five proposals were received and based on staff evaluations and scoring and being a local contractor, the recommendation is to award the bid to Momon Construction as Construction Manager at Risk for the project to renovate the courthouse and annex. This is a major step for this project.

Commissioner Cunningham made a motion to approve Momon Construction as a construction manager at risk for the courthouse and annex project. Commissioner Owens seconded the motion and Commissioners Owens, Sexton, and Cunningham voted aye. Motion passed.

MEMORANDUM OF UNDERSTANDING WITH GEORGIA EMERGENCY MANAGEMENT AND HOMELAND SECURITY AGENCY

Administrator Ledbetter advised that this is a memorandum of understanding with the Georgia Emergency Management and the Homeland Security Agency for certain grant funds from DHS FEMA for a Homeland Security Grant for Gordon County’s Emergency Management.

Commissioner Owens made a motion to approve the Memorandum of Understanding with Georgia Emergency Management and Homeland Security Agency. Commissioner Sexton seconded the motion and Commissioners Cunningham, Sexton, and Owens voted aye. Motion passed.

ADJOURNMENT

Commissioner Sexton made a motion to adjourn the Regular Meeting. Commissioner Cunningham seconded the motion and all voted aye.

There being no further business, the meeting adjourned at 6:08 p.m.
