GORDON COUNTY BOARD OF COMMISSIONERS
REGULAR MEETING MINUTES
MARCH 6, 2012


The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, March 6, 2012, at 10:00 a.m. in the Conference Room of the Administration Building.

WELCOME

Chairman Bailey welcomed everyone to the meeting.

EMPLOYEE RECOGNITION

Chairman Bailey read the list of employees with anniversary hire dates in March. Commissioner Steward drew the name of Donna Reeve with IT/GIS as employee of the month.

APPROVAL OF MINUTES

Chairman Bailey asked if there were any additions, omissions, or deletions to the Minutes for the Work Session February 21, 2012 and the Regular Meeting February 21, 2012. Commissioner Long made a motion to approve the minutes. Commissioner Hood seconded the motion and all voted aye. Minutes approved.

ADMINISTRATOR’S REPORT

Administrator Dowling read the report.

COMMISSIONERS’ REPORT

Chairman Bailey welcomed the visitors from the Adult Leadership Class.

CONSIDERATION OF NEW BUSINESS
  • APPROVAL OF THE COMMUNITY WILDFIRE PROTECTION PLAN WITH THE GEORGIA FORESTRY COMMISSION AND THE USDA FOREST SERVICE
    • Administrator Dowling advised that this is for Board approval of the Community Wildfire Protection Plan with the Georgia Forestry Commission and the USDA Forest Service.
    • Commissioner Long made a motion to approve the Community Wildfire Protection Plan as presented by the Georgia Forestry Commission and the USDA Forest Service. Commissioner Steward seconded the motion and Commissioners Long, Steward, and Hood voted aye. Motion passed.
  • STATEWIDE MUTUAL AID AND ASSISTANCE AGREEMENT WITH THE GEORGIA EMERGENCY MANAGEMENT AGENCY AND HOMELAND SECURITY
    • Administrator Dowling advised the Board that this is for approval of the Statewide Mutual Aid and Assistance Agreement with the Georgia Emergency Management Agency and Homeland Security.
    • Commissioner Long made a motion to approve the agreement. Commissioner Hood seconded the motion and Commissioners Long, Steward, and Hood voted aye. Motion passed.
  • APPROVAL OF SUBMITTING A $10,000 GRANT APPLICATION TO THE UNITED WAY OF GORDON COUNTY TO FUND REGISTRATION FEES FOR YOUTH SPORTS
    • Administrator Dowling advised the Board that this is for Board approval of submitting a $10,000 grant application to the United Way to fund registration fees for youth sports. Our Parks and Recreation Director, Don Holley, prepared the application.
    • Commissioner Steward made a motion to approve submitting a 2012 application for a $10,000 United Way grant to fund registration fees for youth sports. Commissioner Long seconded the motion and Commissioners Long, Steward, and Hood voted aye. Motion passed.
  • BID AWARD FOR NEW 2011 CROWN VICTORIA VEHICLES FOR THE SHERIFF’S DEPARTMENT
    • Administrator Dowling advised the Board that this is a bid award for 32 new 2011 patrol cars for the Sheriff’s Office, funded by SPLOST funds and General funds. Prater Ford’s bid of $25,254.40 is the most responsive bid. Each vehicle will require additional decals, and equipment totaling approximately $5,000 each, bringing the total cost per unit to $30,254.40.
    • Commissioner Long made a motion to award the bid for 32 new 2011 Crown Victoria vehicles to Prater Ford. Commissioner Steward seconded the motion and Commissioners Long, Hood, and Steward voted aye. Motion passed.
  • MENTAL HEALTH SERVICES AGREEMENT WITH FAMILY INTERVENTION SPECIALISTS
    • Administrator Dowling advised the Board that this is for approval of the Mental Health Services
    • Agreement with Family Intervention Specialists. Chairman Bailey commented that this is the agreement that was worked out between Family Intervention Specialists and our County Attorney. This agreement is now being submitted to the Board for approval.
    • Commissioner Long made a motion to approve the agreement with Family Intervention Specialists for mental health services. Commissioner Hood seconded the motion and Commissioners Long, Steward, and Hood voted aye. Motion passed.
  • APPOINTMENT TO THE BOARD OF FAMILY & CHILDREN SERVICES OF SHEILA CALLAWAY FOR A 5-YEAR TERM ENDING MARCH 2017 AND RE-APPOINTMENT OF BRUCE POTTS FOR A 5-YEAR TERM ENDING FEBRUARY 2017
    • Administrator Dowling advised the Board that this is for appointment to the Board of Family & Children Services of Sheila Callaway for a 5-year term ending March 2017, she will be taking the place of Carol Adams.
    • Commissioner Long made a motion to approve the appointment of Sheila Callaway to the Board of Family & Children Services. Commissioner Hood seconded the motion and Commissioners Steward, Hood, and Long voted aye. Commissioner Long amended his motion to include the re-appointment of Bruce Potts for a 5-year term ending February, 2017. Commissioner Hood seconded the amended motion and Commissioners Long, Hood, and Steward voted aye. Motion passed.

ADJOURNMENT

Commissioner Hood made a motion to adjourn the meeting. Commissioner Long seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 10:15 a.m.
