GORDON COUNTY BOARD OF COMMISSIONERS
REGULAR MEETING MINUTES
MARCH 15, 2016


The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, March 15, 2016, at 6:00 p.m. in the conference room of the Administration Building.

Chairman Hood called the meeting to order.

APPROVAL OF MINUTES

Chairman Hood asked if there are any additions, omissions, or deletions to the Minutes for the Work Session March 1, 2016, and the Regular Meeting March 1, 2016. Commissioner Cunningham made a motion to approve the minutes. Commissioner Gazaway seconded the motion and Commissioners Cunningham, Sexton, Gazaway and Steward voted aye. Motion approved.

ADMINISTRATOR’S REPORT

County Administrator King read the report into the record.

COMMISSIONERS’ REPORT

Commissioner Gazaway reported that he had attended the College and Career Academy meeting. Commissioner Sexton reported that he attended the Public Works Committee meeting and the Republican Party meeting. Commissioner Steward reported that he attended the Finance Committee meeting, the Republican Party meeting, and the Public Safety meeting.

CONSIDERATION OF UNFINISHED BUSINESS

CONSIDERATION OF NEW BUSINESS

DECLARATION OF SURPLUS PROPERTY LIST FOR AUCTION IN APRIL

Administrator King advised that this is a list of miscellaneous vehicles, computers and office equipment that staff is requesting the Board to declare surplus property in order for the County to be able to dispose of the property.

Commissioner Cunningham made a motion to approve the list and approve the declaration of surplus property. Commissioner Gazaway seconded the motion and Commissioners Cunningham, Sexton, Gazaway, and Steward voted aye. Motion passed.

APPROVAL OF CITY OF CALHOUN’S RECOMMENDATION FOR APPOINTMENT TO THE DEVELOPMENT AUTHORITY

County Administrator King advised that the County received confirmation that the City of Calhoun’s Council voted to recommend to the Board of Commissioners the re-appointment of Mr. Jim Mathews for a four-year term to the Development Authority of Gordon County.

Commissioner Steward made a motion to approve the recommendation of the Calhoun City Council to re-appoint Jim Mathews to the Development Authority. Commissioner Cunningham seconded the motion and Commissioners Steward, Cunningham, Gazaway, and Sexton voted aye. Motion passed.

MEMORANDUM OF UNDERSTANDING WITH THE GORDON COUNTY HISTORIC PLANNING COMMISSION

County Attorney Jim Ledbetter advised the Board that this is a memorandum of understanding between the Gordon County Historic Planning Commission and the Board of Commissioners to provide a record of the relationship of the County and the HPC with regards to the discretionary functions, authorizations and operations of the HPC. Attorney Ledbetter asked the Board to approve the memorandum and allow the Chairman to execute the document.

Commissioner Gazaway made a motion to approve the memorandum of understanding and authorize the Chairman to execute on behalf of the Board. Commissioner Sexton seconded the motion and Commissioners Gazaway, Sexton, Steward, and Cunningham voted aye. Motion passed.

BUDGET AMENDMENT FOR SUPERIOR COURT REPORTERS’ HEALTH INSURANCE FOR CALENDAR YEAR 2015

County Administrator King advised that this is an amendment to the budget for Superior Court Reporters’ health insurance for calendar year 2015. Gordon County and Bartow County split the cost of the health insurance for the Superior Court reporters, with Gordon County paying 35.5%. The county pays its part when presented with an invoice; the invoice was never sent for the calendar year 2015, and is now being presented to the county for payment. The budget amendment is in the amount of $26,720.

Commissioner Steward made a motion to approve the budget amendment. Commissioner Cunningham seconded the motion and Commissioners Steward, Cunningham, Gazaway, and Sexton voted aye. Motion passed.

GEORGIA EMERGENCY MANAGEMENT AGENCY/HOMELAND SECURITY MUTUAL AID AGREEMENT

County Administrator King advised that this is a mutual aid agreement with the Georgia Emergency Management Agency of Homeland Security. The county is presented with this agreement every four years. County Emergency Management Director and the County Attorney have approved the agreement.

Commissioner Cunningham made a motion to approve the Mutual Aid Agreement with Georgia Emergency Management Agency of Homeland Security. Commissioner Gazaway seconded the motion and Commissioners Cunningham, Gazaway, Sexton, and Steward voted aye. Motion passed.

APPROVAL OF DONATING A 2004 DODGE DAKOTA TRUCK VIN#1D7GL12KX45653655 TO GORDON CENTRAL HIGH SCHOOL

County Administrator advised that the county had received a request from Gordon Central High School requesting that the county donate a 2004 Dodge Dakota Truck to the school for use by students in their mechanic program. This vehicle was on the list of vehicles the Board approved for declaration of surplus property.

Commissioner Sexton made a motion to approve donating the 2004 Dodge Dakota truck to Gordon Central High School for use in their mechanic program. Commissioner Cunningham seconded the motion and Commissioners Sexton, Cunningham, Gazaway, and Steward voted aye. Motion passed.

ADJOURNMENT

Commissioner Sexton made a motion to adjourn the meeting. Commissioner Gazaway seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 6:10 p.m.
