Call to Order
Meeting was called to order by Jerry Barton, Chairman, at 11:33 a.m.
Roll Call
Present: Jerry Barton, Chairman; Dana Burch, Chief Appraiser; Frank Sullivan, Assessor; Lamar Ray, Assessor and Kayla Wooten, Personal Property Appraiser/Secretary.

Approval of Minutes for February 11, 2015
Frank Sullivan made a motion to approve the minutes from the February 11, 2015 board meeting. Lamar Ray seconded the motion and the motion carried.
Motor Vehicle Appeals (from February 09, 2015 – March 16, 2015)
Lamar Ray made a motion to approve the list of motor vehicles presented since the last board meeting. Frank Sullivan seconded the motion and the motion carried.
OLD Business
Personal Property: AT&T 2014 appeal update, Acct # 5060, 23075, 27425, 27622, 27921, 27922, 28186, 28661, 28799, 28800, 28801, 28802, 27748, 27749, 27750 (15 accounts total w/30-Day Notice) Kayla gave the board an update that March 18, 2015 is last day to file an appeal. – No motion needed.

2015 Covenant Applications: 009-026, 017-073, 025-032 – Lamar Ray made a motion to approve the 2015 Covenant Applications listed. Frank Sullivan seconded the motion and the motion carried.
2009 Covenant Continuation Application: 011-079 – Lamar Ray made a motion to approve the 2009 Covenant Continuation Application listed. Frank Sullivan seconded the motion and the motion carried.
Parcel Combine for 2015 CUVA Application: 086-002 – Lamar Ray made a motion to approve the parcel combine for 2015 CUVA application listed. Frank Sullivan seconded the motion and the motion carried.
2013 Covenant Correction: 083-014 & 084-062 – Frank Sullivan made a motion to approve the 2013 Covenant Corrections listed. Lamar Ray seconded the motion and the motion carried.

2015 Freeport Applications: Superior Manufacturing Group Inc. (Acct# 5640) and Atco Rubber Products (Acct# 28062) Kayla Wooten presented and Dana Burch informed the board that when Freeport applications had the wrong percentage, a change would be made in red so that the Board of Assessors could see the correct amounts at approval. Board members agreed to continue to use the Board of Assessors stamp instead of sign the applications. – Lamar Ray made a motion to approve the listed accounts Freeport applications. Frank Sullivan seconded the motion and the motion carried.
2015 Owner Harvest Timber Values – Frank Sullivan made a motion to approve the 2015 owner harvest timber values submitted by the Georgia Department of Revenue. Lamar Ray seconded the motion and the motion carried.
2015 Territory Assignments – Lamar Ray made a motion to approve the 2015 territory assignments as presented by Dana Burch, Chief Appraiser. Frank Sullivan seconded the motion and the motion carried.
Appeals to BOE – Frank Sullivan made a motion to accept the list of appeals to BOE and certify them on to the Clerk of Superior Court’s Office. Lamar Ray seconded the motion and the motion carried.
057B-058 Souls Harvest Ministries – Lamar Ray made a motion to exempt Souls Harvest Ministries based on the information provided. Frank Sullivan seconded the motion and the motion carried.
Homestead Exemption List – Frank Sullivan made a motion to approve all listed Homestead Exemption Applications with the exception of Blessed Enterprises Application based on a “for-profit” status until further information can be obtained. Lamar Ray seconded the motion and the motion carried.
General Discussion
Sales Ratios – Lamar Ray made a motion to accept the Sales Ratio update as presented by Dana Burch, Chief Appraiser. Frank Sullivan seconded the motion and the motion carried.
