GORDON COUNTY BOARD OF COMMISSIONERS
REGULAR MEETING MINUTES
APRIL 9, 2013
The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, April 9, 2013 at 6:00 p.m. in the Conference Room of the Administration Building.
Vice Chairman Steward called the meeting to order.
SPECIAL PRESENTATION – Proclamation for April as Donate life Month
County Attorney Smith read the proclamation into the record. Vice Chairman Steward called for a motion to approve the proclamation. Commissioner Cunningham made a motion to approve the proclamation. Commissioner Gazaway seconded the motion and all voted aye.
SPECIAL PRESENTATION – Proclamation for April 14-20 as National Telecommunicators Week
County Attorney Smith read the proclamation into the record. Vice Chairman Steward called for a motion to approve the proclamation. Commissioner Sexton made a motion to approve the proclamation. Commissioner Cunningham seconded the motion and all voted aye.
Vice Chairman Steward, along with Commissioners Gazaway, Sexton, and Cunningham presented the proclamation to the Director of E911, Mrs. Debbie Vance.
EMPLOYEE RECOGNITION
Vice Chairman Steward read the list of employees with anniversary hire dates in April. Commissioner Sexton drew the name of Jeff Sorrells as Employee of the Month of April.
APPROVAL OF MINUTES
Vice Chairman Steward asked if there were any additions, omissions, or deletions to the Minutes for the Work Session March 19, 2013, and the Regular Meeting March 19, 2013. Commissioner Cunningham made a motion to approve the minutes. Commissioner Sexton seconded the motion and all voted aye. Minutes approved.
ADMINISTRATOR’S REPORT
Administrator Dowling read the report into the record.
COMMISSIONERS’ REPORT
Commissioner Gazaway advised that he had attended the Workforce Industrial Board meeting on March 20th. The plant manager at the Lowes facility gave a presentation of how the facility is automated. He also attended the monthly Booster Breakfast.

CONSIDERATION OF NEW BUSINESS
DECLARATION OF SURPLUS PROPERTY FOR THE SHERIFF’S DEPARTMENT FOR A 1998 TOYOTA CAMRY CE
Administrator Dowling advised that this is a confiscated vehicle that the Sheriff’s Department wants to dispose of. The Board first must declare the property surplus in order for the Sheriff’s Department to dispose of it.
Commissioner Cunningham made a motion to approve declaring the vehicle surplus and allow the Sheriff to dispose of the property. Commissioner Gazaway seconded the motion and Commissioners Cunningham, Sexton, and Gazaway voted aye. Motion passed.
ROAD ACCEPTANCES FOR HARBOR TRAIL, LANDING LANE, LIGHTHOUSE COVE, MARINER COVE, RIVER BOAT DRIVE AND STEAM BOAT STREET
County Attorney Smith advised that this is for consideration by the Board of acceptance of the roads in the subdivision known as The Landing at Millers Ferry. Attorney Smith was contacted by the attorney for the Bank of the Ozarks concerning the roads in this subdivision. The subdivision was previously under development, however, since that time there has been a foreclosure on the property , and the Bank of the Ozarks now owns that property and is ready to start selling lots. It came to their attention that the roads had never been deeded to Gordon County. Barry Hice, the County’s Road Superintendent, has looked at the roads and they are now ready to be accepted. The quitclaim deed for right-of-way, deeding Harbor Trail, Landing Lane, Lighthouse Cove, Mariner Cove, River Board Drive and Steam Boat Street means these roads can now be accepted into the official road system of Gordon County upon approval by the Board.
Commissioner Gazaway made a motion to approve the acceptance of the roads into the County road system. Commissioner Cunningham seconded the motion and Commissioners Cunningham, Gazaway, and Sexton voted aye. Motion passed.
MUTUAL AID AGREEMENT BETWEEN GORDON COUNTY FIRE DEPARTMENT AND PICKENS COUNTY
County Attorney Smith advised that this is for Board consideration for an automatic mutual aid agreement between the Gordon County Fire Department and Pickens County. This agreement comes to the Board at the request of Gordon County Fire Chief Dave Hawkins. Pickens County has approved this agreement that would provide coverage for us in areas of Gordon County where the fire stations in Pickens County are closer to Gordon County property and they would respond to those fires as dispatched there.
Commissioner Cunningham made a motion to approve the mutual aid agreement with Pickens County. Commissioner Sexton seconded the motion and Commissioners Gazaway, Cunningham, and Sexton voted aye. Motion passed.
APPROVAL FOR SUBMITTING A UNITED WAY GRANT TO FUND COUNTY SPORTS REGISTRATION FEES FOR UNDERPRIVILEGED YOUTH
County Administrator Dowling advised that this is for Board approval to submit a grant to United Way for $12,000 to fund sports fees for underprivileged children at Sonoraville Recreation Park.
Commissioner Gazaway made a motion to approve submitting a grant request to United Way for sports fees for underprivileged children at the Sonoraville Recreation. Commissioner Cunningham seconded the motion and Commissioners Gazaway, Cunningham, and Sexton voted aye. Motion passed.
ADJOURNMENT
Commissioner Cunningham made a motion to adjourn the meeting. Commissioner Sexton seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 6:19 p.m.
