REGULAR SESSION MINUTES
APRIL 9, 2019
The Gordon County Board of Commissioners held their Regular Meeting on April 9, 2019 beginning at 6:00 p.m. in the conference room of the Administration Building.

Chairman Hood called the meeting to order.
SPECIAL PROCLAMATION FOR NATIONAL TELECOMMUNICATOR WEEK
Commissioner Owens read the Proclamation for National Telecommunicator Week April 12-20, 2019 and presented it to E-911 Director Debbie Vance.
EMPLOYEE RECOGNITION
Commissioner Steward read the list of Employees with Anniversary Hire Dates in April, and drew the name of Hugh Holcomb as Employee of the Month for April.
APPROVAL OF MINUTES
Chairman Hood asked if there are any additions, omissions, or deletions to the Minutes for the Work Session March 19, 2019, and the Regular Meeting March 19, 2019. Commissioner Owens made a motion to approve the Minutes. Commissioner Sexton seconded the motion and Commissioners Cunningham, Owens, Steward, and Sexton voted aye. Motion passed.
ADMINISTRATOR’S REPORT
Administrator Ledbetter read the Administrator’s Report into the record.
COMMISSIONERS’ REPORT
Commissioner Owens commented that he had the General Administration Committee meeting on April 10th with ten Department Heads.
CONSIDERATION OF UNFINISHED BUSINESS
A. Ordinance for a Broadband Ready Community – Second Reading
Administrator Ledbetter advised that this is the second reading of an ordinance for Gordon County becoming a Broadband Ready Community. This is a model ordinance and it is one of the first of two steps that we have to take before Gordon County can be considered for grant funding to expand broadband to our unserved residents in the county. The Board considered the first reading of this ordinance at their last meeting March 9, 2019. This serves as the second reading of the ordinance and the Board may consider the ordinance for approval.
Commissioner Sexton made a motion to approve the Ordinance for a Broadband Community. Commissioner Owens seconded the motion and Commissioners Sexton, Owens, Steward, and Cunningham voted aye. Motion passed.
CONSIDERATION OF NEW BUSINESS
BID AWARD FOR RECORDS MANAGEMENT SYSTEM
Administrator Ledbetter advised that Gordon County solicited and received bids for a records management system. The award is for the lowest bid and for the most responsive bid. In this case, Emergency Reporting is the lowest bidder and is also the most responsive bidder. This is for records management for the Fire Department as their old system is becoming obsolete and not upgradeable.
Commissioner Steward made a motion to approve awarding the records management system bid to Emergency Reporting. Commissioner Cunningham seconded the motion and Commissioners Steward, Sexton, Owens and Cunningham voted aye. Motion passed.
RE-APPOINTMENT OF LAMAR JOHN RAY TO THE BOARD OF TAX ASSESSORS FOR A SIX-YEAR TERM ENDING 6/30/2025
Administrator Ledbetter advised that this is the re-appointment of Lamar John Ray to the Board of Tax Assessors. Mr. Ray has indicated that he is willing to serve another term. This is a six-year term ending 6/30/2025.
Commissioner Owens made a motion to approve the re-appointment of Lamar John Ray to the Board of Tax Assessors for another six-year term. Commissioner Cunningham seconded the motion and Commissioners Steward, Owens, Sexton, and Cunningham voted aye. Motion passed.
RE-APPOINTMENT OF JEFF HENDERSON AND JAMES WEAVER TO THE HISTORIC PRESERVATION COMMISSION FOR THREE-YEAR TERMS ENDING 6/1/2022
Administrator Ledbetter advised that this is re-appointment for Jeff Henderson and James Weaver to the Historic Preservation Commission. Mr. Henderson and Mr. Weaver have indicated that they are willing to serve another term on the Historic Preservation Commission. This would be for their three-year terms ending 6/1/2022
Commissioner Sexton made a motion to approve the re-appointments to the Historic Preservation Commission. Commissioner Cunningham seconded the motion and Commissioners Sexton, Owens, Steward and Cunningham voted aye. Motion passed.
REQUEST FROM RESACA CHURCH OF GOD TO USE PAVILION AT THE RESACA BATTLEFIELD PARK
Administrator Ledbetter advised that this is a request from the Resaca Church of God to use the pavilion at the Resaca Battlefield Park for a Community Sun Rise Service on April 21, 2019.
Commissioner Sexton made a motion to approve the request from Resaca Church of God. Commissioner Cunningham seconded the motion and Commissioners Sexton, Cunningham, Steward, and Owens voted aye. Motion passed.
ADJOURNMENT
Commissioner Cunningham made a motion to adjourn the Regular Meeting. Commissioner Sexton seconded the motion and all voted aye.
There being no further business, the meeting was adjourned at 6:30 p.m.
