Call to Order
Meeting was called to order by Jerry Barton, Chairman, at 10:23 a.m.
Roll Call
Present: Jerry Barton, Chairman; Dana Burch, Chief Appraiser; Frank Sullivan, Assessor; Lamar Ray, Assessor and Kayla Wooten, Personal Property Appraiser/Secretary.
Public / Guest Comments
No public and/or guests were present at this meeting.
Approval of Minutes
March 18, 2015 and April 02, 2015 – Frank Sullivan made a motion to approve the minutes from the March 18th and April 2nd, 2015 board meetings. Lamar Ray seconded the motion and the motion carried.
Motor Vehicle Appeals (from March 17, 2015 – April 27, 2015)
Lamar Ray made a motion to approve the list of motor vehicles presented since the last board meeting. Frank Sullivan seconded the motion and the motion carried.
Old Business
a. 2014 Appeal Status – Dana Burch presented the Board of Assessors with an update on the remaining 2014 appeals and their status. No motion was needed.
New Business

Lamar Ray seconded the motion and the motion carried.
b. 2015 Preferential Application – 022-028A – Lamar Ray made a motion to approve the Preferential Application. Frank Sullivan seconded the motion and the motion carried.
c. Homestead Exemptions – Frank Sullivan made a motion to approve all presented Homestead Exemption Applications. Lamar Ray seconded the motion and the motion carried.
d. Appeals to BOE – Lamar Ray made a motion to accept the list of appeals to BOE and certify them on to the Clerk of Superior Court’s Office. Frank Sullivan seconded the motion and the motion carried.
e. New and Renewal Covenant Procedures – For items E – H, Dana Burch stated that it was just for the Boards review and to note that the appraisal staff is continually working on procedures for the policy book. No motion needed.
f. Covenant Continuation Procedure – No motion needed.
g. Field Work Procedures – No motion needed.
h. Acreage Change of a Parcel Procedure – No motion needed.
i. Exempt Status Request – 076A-029 – Lamar Ray made a motion to exempt House of Prayer Baptist Church based on the information provided. Frank Sullivan seconded the motion and the motion carried.
j. Job Descriptions – the Board decided to table this item until a future meeting in order for the board to thoroughly review the job descriptions.
General Discussion
a. Parcel 118-050 – Dana Burch presented that the Board of Assessors should recommend adding a procedure that states, as long as the CUVA application has not been recorded that the Assessor’s office can refund the filing fee, to the existing CUVA policy. Note that a taxpayer can actually decline on the Conservation Use up until the time the tax bill is paid. Lamar Ray made a motion to accept the recommendation from Dana Burch. Frank Sullivan seconded the motion and the motion passed.
