WORK SESSION MINUTES
MAY 2, 2017


The Gordon County Board of Commissioners held a Work Session Tuesday, May 2, 2017 at 5:00 p.m. in the conference room of the Administration Building.

Chairman Hood called the meeting to order.

The Board discussed each item on the agenda for the Regular Meeting and made no changes; one item was added to the Regular Meeting agenda later in the meeting.

County Attorney and interim Administrator Jim Ledbetter explained each item on the Regular Meeting agenda.

The item for the First Reading of the Proposed Ordinance for Concentrated Poultry Feeding Operations was discussed at length between Attorney/Administrator Ledbetter and the Board members. The suggested timeline submitted to the Board to meet the zoning procedures law and to meet the notice and hearing requirements was accepted by the Board. No changes were made to the proposed ordinance at this time. The hearing dates will be announced via a notice delivered to the newspaper before the adoption of the ordinance.

County Attorney Ledbetter advised that there is a request to put a name to two roads as indicated by attached maps and descriptions. The suggested names for the roads are Public Safety Drive and Mission Drive. There was a consensus of the Board to add this item to the Regular Meeting Agenda.

County Attorney Ledbetter advised the Board that SBA, who leases the cell phone tower on Highway 53 and other cell towers from Gordon County, wants to extend their contract. They currently lease the Highway 53 cell tower from us and sublease out to AT&T or Verizon. The lease amount is about $20,000 per year and the lease expires in 2024, and according to cell phone tower standards, now is not too soon for them to renew, since most phone services prefer to have leases at least 10 years out. They propose to buy it out at about $280,000 or extend the lease for ten 5-year periods. Attorney Ledbetter spoke with someone that can evaluate the value of our lease for $2,500 on that tower and $1,000 each for the other four towers. There was a consensus of the Board to proceed with getting out an RFP or RFQ for this type service so that the county can get an evaluation of the cell towers.

County Attorney Ledbetter spoke to the Board about the search process for filing the County Administrator position. There is a copy of the proposed ad that he would like to go ahead and submit to be run in the paper and other outlets usually used. In discussions with the Chairman, the ad should include experience with project management, also economic development experience was added to the ad, otherwise it is the same ad used the last time the position was open. There was a consensus to have Human Resources proceed with advertising the position.

Mr. Kenny Padgett came before the Board and updated the Board members on the recent visit of a paranormal investigative team that visited the Resaca Battlefield site. Mr. Padgett submitted photos of paranormal activity and played audio of two instances of paranormal activity presented as the result of the investigation by that team.

Commissioner Cunningham made a motion to adjourn the Work Session. Commissioner Steward seconded the motion and all voted aye.

There being no further business, the Work Session adjourned at 5:55 p.m.
