GORDON COUNTY BOARD OF COMMISSIONERS
REGULAR SESSION MINUTES
MAY 19, 2020
The Gordon County Board of Commissioners held their Regular Meeting on May 19, 2020 beginning at 6:00 p.m. The meeting was held via teleconference with the Board of Commission Members except Commissioner Cunningham was present in person. County Administrator Ledbetter, County Clerk Berry, and Administrative Assistant King were present in person.

Chairman Hood called the meeting to order.
APPROVAL OF MINUTES
Chairman Hood asked if there are any additions, omissions, or deletions to the Minutes for the Work Session and Regular Meeting May 5, 2020. Commissioner Owens made a motion to approve the Minutes. Commissioner Steward seconded the motion and Commissioners Owens, Sexton, Steward, and Cunningham voted aye. Motion passed.

COMMISSIONERS’ REPORT
Commissioner Owens thanks his fellow commissioners for being conscientious and supportive of going forward with making sure that things are done correctly in our community during this time. I commend Jim and Keith, and others for their leadership. They have done a tremendous job in guiding us forward and handling so many different things that have come their way that are not part of their everyday job duties and they have done it extremely well. I want to thank the public for what they have done; the community has really banded together and done the right thing. I’m looking forward to reopening and keeping a close watch on things especially our parks and recreation facilities. Commissioner Sexton commented and thanked the people of Gordon County, and that includes all the Board of Commissioners. It has been an honor to see the people of Gordon County really work together. Chairman Hood commented that we do have weekly calls with all the community leaders for Gordon County and you couldn’t ask for a better group to lead this community to come together once a week and talk about how to make things better during this time. Especially all our public safety and the superintendents, the hospital, everybody who makes time to make these calls every week, it’s time consuming but need to be able to get that done and do what is best for us.
Commissioner Cunningham made a motion to go into the Public Hearing for Zoning. Commissioner Owens seconded the motion and all voted aye.
PUBLIC HEARING FOR ZONING
Application Z20-06 John T. Fincher’s Request to Rezone from A-1 to R-6
Administrator Ledbetter read the application for John Fincher’s request to rezone from A-1 to R-6 and announced that Mr. Fincher and Mr. Cantrell, the owner of the property, are attending the hearing and are on the phone now. Mr. Fincher wants to place a mobile home on 1.04 acres. This is being pulled off another lot; this is related to the next rezoning affecting Larry Cantrell. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval.
Commissioner Steward made a motion to approve the rezoning request. Commissioner Cunningham seconded the motion and Commissioners Steward, Cunningham, Owens, and Sexton voted aye. Motion passed
Application Z20-07 Larry Cantrell’s Request to Rezone from A-1 to RA-1
Administrator Ledbetter read the application for Larry Cantrell’s request to rezone from A-1 to RA-1. This is for 3.24 acres, so it no longer fits the A-1 zoning and this is to bring it into compliance. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval.
Commissioner Owens made a motion to approve the rezoning request. Commissioner Steward seconded the motion and Commissioners Owens, Steward, Sexton, and Owens voted aye. Motion passed.
Application Z20-08 Casey Bowers’ Request to Rezone from A-1 to R-1
Administrator Ledbetter read the application for Casey Bowers’ request to rezone from A-1 to R-1. The owner of the property is Nice Guys Buying Homes and Mr. Terry Burger is on the phone to speak and he explained the rezoning. They wish to subdivide the property to build four new houses. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval.
Commissioner Steward made a motion to approve the rezoning request. Commissioner Cunningham seconded the motion and Commissioners Steward, Cunningham, Owens, and Sexton voted aye. Motion passed.
Application Z20-09 Devin Oesterle’s Request to Rezone from A-1 to R-4
Administrator Ledbetter read the application for Devin Oesterle request to rezone from A-1 to R-4. This zoning was tied to a request for a variance. Mr. Oesterle has 31.18 acres with six chicken houses on it, he is seeking a variance to pull 5 acres off, leaving 26.18 acres and he was going to build 5 duplexes on 5 one-acre lots. The Planning Commission heard the variance request and turned it down and denied the request for rezoning.
Commissioner Steward made a motion to deny the rezoning request. Commissioner Sexton seconded the motion and Commissioners Steward, Sexton, Owens, and Cunningham voted aye. Motion passed.
Commissioner Owens made a motion to close the public hearing for zoning. Commissioner Cunningham seconded the motion and all voted aye.
CONSIDERATION OF UNFINISHED BUSINESS
None
CONSIDERATION OF NEW BUSINESS
PRESENTATION OF RECOMMENDED FISCAL YEAR 2020/2021 GORDON COUNTY BUDGET
County Administrator Ledbetter advised that the Board members would need to come by and pick up their copy of the budget, or we would deliver the budget to them.
BID AWARD FOR THE PUBLIC WORKS DEPARTMENT FOR PAVING MATERIALS
Administrator Ledbetter advised that this is a bid award for the Public Works Department for paving materials. After review, the recommendation is to award asphalt paving to Blount Construction, signs to Vulcan signs, and stone to Vulcan Materials Company.
Commissioner Cunningham made a motion to approve the bid award as read. Commissioner Owens seconded the motion and Commissioners Sexton, Steward, Owens, and Cunningham voted aye. Motion passed.
ADJOURNMENT
Commissioner Sexton made a motion to adjourn the Regular Meeting. Commissioner Cunningham seconded the motion and all voted aye.
There being no further business, the meeting adjourned at 6:40 p.m.
