Call to Order

Meeting was called to order by Jerry Barton, Chairman, at 11:16 a.m.

Roll Call

Present: Jerry Barton, Chairman; Dana Burch, Chief Appraiser; Lamar Ray, Assessor and Kayla Wooten, Personal Property Appraiser/Secretary.

Public / Guest Comments

No public and/or guests were present at this meeting.

Approval of Minutes

April 30, 2015 and May 05, 2015. – Lamar Ray made a motion to approve the minutes from the April 30th and May 5th, 2015 board meetings. Jerry Barton seconded the motion and the motion carried.

Motor Vehicle Appeals (from April 28, 2015 – June 01, 2015)

Lamar Ray made a motion to approve the list of motor vehicles presented since the last board meeting. Jerry Barton seconded the motion and the motion carried.

Old Business

a. 2014 Appeal Status – Dana Burch presented the Board of Assessors with an update on the remaining 2014 appeals and their status. Included in the status update was also the recommendation to approve 30-Day Notices to be mailed on parcels 041B-013, 066-081, C21-017, C25-178, C57-031, C57-045, C72-002A and CG57B-080. Lamar Ray made a motion to approve and mail the 30-Day notices. Jerry Barton seconded the motion and the motion carried.

b. Ratio Study Update – Dana Burch presented the Board of Assessors with an update in regards to the ratios.

New Business

a. 2015 Covenant Applications – List attached to and here of and made part of minutes, Lamar Ray made a motion to approve the 2015 Covenant Applications listed. Jerry Barton seconded the motion and the motion carried.  (See Attachment)

b. 2015 FLPA Application – Lamar Ray made a motion to approve the 2015 FLPA application for parcel 063-018. Jerry Barton seconded the motion and the motion carried.

c. Homestead Exemptions – List attached to and here of and made part of minutes, Lamar Ray made a motion to approve all 160 homestead exemptions presented by Dana Burch. Jerry Barton seconded the motion and the motion carried.  (See Attachment)

d. Appeals to BOE – Lamar Ray made a motion to accept the list of appeals to BOE and certify them on to the Clerk of Superior Court’s Office. Jerry Barton seconded the motion and the motion carried.

e. Exempt Status Request – C24-131 – Lamar Ray made a motion to exempt Calhoun First United Method Church based on the information provided. Jerry Barton seconded the motion and the motion carried.

f. Mobile Home Pre-Bill & Homestead Procedure – For item F, Dana Burch stated that it was just for the Boards review and to note that the appraisal staff is continually working on procedures for the policy book. No motion needed.

g. Truncated Values for 2015 Assessment Notices – Dana recommended the Board of Assessors approve to truncate the values for the 2015 assessment notices as discussed in work session. Lamar Ray made a motion to approve to truncate values for the 2015 assessment notices. Jerry Barton seconded the motion and the motion carried.

h. Personal Property Obsolescence Requests – Kayla Wooten presented to the Board of Assessors 7 accounts, account numbers: 17980, 13125, 400, 3085, 9110, 3360 and 4870 all of which requested economic obsolescence. Lamar Ray made a motion to approve the economic obsolescence requests of all 7 accounts listed. Jerry Barton seconded the motion and the motion carried.

i. 2015 Freeport Applications – Kayla Wooten presented 102 Freeport applications to the Board of Assessors for approval/disapproval. Lamar Ray made a motion to approve all 102 Freeport exemption applications. Jerry Barton seconded the motion and the motion carried. Dana Burch also noted that the personal property appraiser is continuing to use the “BOA Freeport Approved/Denied” stamp agreed upon by the Board of Assessors at a prior meeting instead of hand written signatures on each application.

j. NADA & ABOS Values for 2015 – Dana Burch showed the Board of Assessors where the NADA/ABOS values had been updated to 2015 in WinGap. Kayla presented and recommended the 2015 NADA/ABOS values be approved by the board. Lamar Ray made a motion to approve the 2015 NADA/ABOS values. Jerry Barton seconded the motion and the motion carried.

Set Next Meeting Date

Next meeting is set for June 12th, 2015 to approve assessment notice values and mailing.

Lamar Ray made a motion to adjourn the meeting. Jerry Barton seconded the motion and the motion carried. Meeting was adjourned at 11:26 a.m.
