The Gordon County Board of Commissioners held their Regular Meeting on June 21, 2022 beginning at 6:00 p.m. in the Judicial Building Assembly Room.

Vice-Chairman Steward called the meeting to order at 6:00 p.m.
APPROVAL OF MINUTES
Vice Chairman Steward asked if there are any additions, omissions, or deletions to the Minutes for the Work Session and Regular Meeting of June 7, 2022. Commissioner Potts made a motion to approve the Minutes. Commissioner Cunningham seconded the motion and Commissioners Owens, and Steward voted aye. Motion passed.
ADMINISTRATOR’S REPORT
Administrator Ledbetter read the report. Copy attached
At the conclusion of the Administrator’s Report, Mr. Ledbetter recognized Tom Burgess as he is retiring as the Chief Building Inspector. Mr. Ledbetter also recognized Derron Brown as the new Chief Building Inspector and Andrea Bramlett as the new Finance Director.
COMMISSIONERS’ REPORT
Commissioner Owens reported that he met with Shea Hicks of the Elections Department on June 17, 2022 and that the department does a fantastic job. Commissioner Owens spoke with a citizen about potential assistance with a SPLOST project and spoke with another citizen concerning an address issue. Commissioner Owens notified EMA Director Courtney Taylor of the issue and it was resolved the same day. Commissioner Owens attended the June 7, 2022 LOST Distribution Negotiations meeting along with all municipal officials and Commissioner Steward and County Administrator Jim Ledbetter. Commissioner Owens concluded with an announcement of the Star Spangled Celebration to be held at the fairgrounds on Sunday, July 3, 2022.
Commissioner Potts reported that he also visited the Elections Department on June 17, 2022 to file quarterly reports. Commissioner Potts stated that he would post the Fleet Management report and that everything was going well for the Building and Grounds Department. Commissioner Potts had a video to show of the shoulder building process on Rock Creek Road.
Commissioner Cunningham reported that he and County Administrator Ledbetter met with Andy Macke of Comcast concerning the Broadband Project. Commissioner Cunningham stated that Comcast has agreed to implement a website to show the progress of the project so the public will know what is accessible in their area. Commissioner Cunningham also met with Fire Chief Doug Ralston and the Fire Apparatus Committee concerning the purchase of new Fire Pumpers. By signing the contracts in June, Gordon County will save 7%-10% because of a price increase that will go into effect July 1, 2022. Commissioner Cunningham concluded by thanking the Fire Department and other public safety officials for assisting the City of Calhoun on the Highway 41 industrial fire.
Vice-Chairman Steward reported that he met with County Administrator Jim Ledbetter and Al Leonard on Friday, June 10, 2022 to discuss the recommended FY 2022-23 Budget. Vice-Chairman Steward attended the Town of Resaca Council Meeting on Tuesday, June 13, 2022 and attended the June 7, 2022 LOST Distribution Negotiations meeting along with all municipal officials and Commissioner Owens and County Administrator Jim Ledbetter.
PUBLIC HEARING FOR ZONING
Commissioner Cunningham made a motion to open the Public Hearing for Zoning. Commissioner Owens seconded the motion and all voted aye.
Application Z22-11 Jennifer Roland’s Request to Rezone from A-1 to R-1 Low Density Residential: County Administrator Ledbetter stated that the property is located at 903 Ryo Mountain Road and explained that the property was having a 1 acre lot subdivided off so that the daughter could build a house next to her parents. No one signed up to speak in favor or opposition.
Commissioner Cunningham made a motion to approve the rezoning of Application Z22-11. Commissioner Owens seconded the motion and all voted aye.
Commissioner Potts made a motion to come out of the Public Hearing for Zoning. Commissioner Cunningham seconded the motion and all voted aye.

CONSIDERATION OF NEW BUSINESS
Adoption of the Gordon County Fiscal Year 2022/2023 Budget Effective July 1, 2022: Vice-Chairman Steward state that there has been a lot of time and energy put into the budget and thanked the former Finance Director Al Leonard, the new Finance Director Andrea Bramlett, and County Administrator Jim Ledbetter for their efforts in the budget process. Vice-Chairman Steward proceeded by reading the FY 2022-23 Budget Resolution (copy attached).
Commissioner Potts made a motion to adopt the FY 2022-23 Budget Resolution as read. Commissioner Owens seconded the motion and all voted aye.
Bid Award for the Fire Department for Four New Fire Pumpers and Contracts: County Administrator Jim Ledbetter stated that this comes to the Board by recommendation of Purchasing Manager Charmon VanDyke and the Gordon County Fire Apparatus Committee. The lowest responsive and responsible bidder and bid award recipient is Peach State at a price of $679,942 per Custom Pumper x 3 units and $442,767 per Commercial Pumper x 1 for a total of $2,482,593.00. These units will be paid for from SPLOST funds. Mr. Ledbetter also stated that the motion would need to include the authority for him to sign the contracts due to the time sensitivity.
Commissioner Cunningham made a motion to approve the recommended bid award as well as authorizing Mr. Ledbetter to sign the contracts. Commissioner Owens seconded the motion and all voted aye.
Fourth Amendment to the Ambulance Service Agreement with Advent Health System Georgia, Inc.: County Administrator Jim Ledbetter explained that Advent Health System as the successor to Gordon Hospital has been providing ambulance service to Gordon County since 1994 and this fourth amendment to the contract is a substantial change. Mr. Ledbetter stated that Advent Health has made very large concessions in this fourth amendment that will save Gordon County $904,000 over the next three years. Mr. Ledbetter expressed that he believes that these concessions will also allow Advent Health to take their service to even a higher level for the citizens of Gordon County. Mr. Ledbetter recognized Michael Etheridge with Advent Health EMS and thanked him for his service and informed the Board that Mr. Etheridge and his team also give back to the community regularly and was one of the first stakeholders to lead the formation of the COVID-18 Taskforce.
Commissioner Potts made a motion to approve the contract amendment. Commissioner Cunningham seconded the motion and all voted aye.

There being no further business, Commissioner Potts made a motion to adjourn the June 21, 2022 Board of Commissioners Regular Meeting. Commissioner Owens seconded the motion and all voted aye.
