The Gordon County Board of Commissioners held their Regular Meeting on July 5, 2022
beginning at 6:00 p.m. in the Judicial Building Assembly Room.

Chairman Hood called the meeting to order at 6:00 p.m.

EMPLOYEE RECOGNITION

Commissioner Bud Owens read the list of employees with anniversary hire dates in July. Commissioner Steward drew the name of Mike Satterfield as the Employee of the Month.

APPROVAL OF MINUTES

Chairman Hood asked if there was a motion to approve the minutes for the Work Session and Regular Meeting of June 21, 2022. Commissioner Potts made a motion to approve the minutes. Commissioner Cunningham seconded the motion and all voted aye. Motion passed.

COMMISSIONERS’ REPORT

Commissioner Owens stated that he was not able to attend the June 28th Development Authority meeting but was informed that the County’s growth continues to be strong and positive. Commissioner Owens set up and organized the 2022 Star Spangled Banner Celebration for his 33rd year. He gave thanks to the sponsors that included Mohawk, Kim and Beverly Primmer, the Northwest Georgia Regional Fair, and the Gordon County Board of Commissioners. Commissioner Owens described that thousands attended and took part in the magic show, music on 2 stages, laser show, and fireworks. Commissioner Owens shared a few pictures and videos of the festivities. Commissioner Owens concluded by thanking the Public Works Department, the Sheriff’s Office, Fire and Rescue Department, EMS, 911, and EMA. Chairman Hood thanked Commissioner Owens for his years of service.

Commissioner Potts reported that while on a Department of Education trip to Savannah, he met with two of the City of Calhoun council members and discussed projects that concern both city and county including Peter Street, the Library, and the Tom B. David Airport. Commissioner Potts announced the council members also shared that the City of Calhoun has GDOT approval for a roundabout at the Line St, Curtis Parkway, and Dews Pond intersection Commissioner Potts also announced that Council Member Moyer is looking into a golf cart ordinance within the City of Calhoun. Commissioner Potts stated that he has received an ACCG email that included information concerning EMC engineers and projects. Commissioner Potts reached out to one of these engineers by the name of Robert Titus who is a project manager in Evans, GA. Mr. Titus has completed a Performance Arts Center project and would be willing to put some ideas together on behalf of the commissioners concerning the multi-use facility SPLOST project. Commissioner Potts also spoke with Matt Hibberts with Momon Construction concerning the project and he is looking at proposing some ideas as well. Commissioner Potts concluded by reviewing departmental reports including that the Public Works received a good price on the new excavator which will save approximately $85,000.

CONSIDERATION OF NEW BUSINESS

Malt Beverage and Wine License Application for Allens Mart:  Chairman Hood asked if there was a motion. Commissioner Owens made a motion to approve the application. Commissioner Steward seconded the motion.

Commissioners Hood, Steward, Owens, and Potts voted aye. Commissioner Cunningham voted nay. Motion carried.

Malt Beverage and Wine License Application for Neel’s Market:  Chairman Hood asked if there was a motion. Commissioner Potts made a motion to approve the application. Commissioner Steward seconded the motion. Commissioner Owens asked for clarification on the location and if it was the existing store or a new store. County Administrator Ledbetter stated that it was the existing store in the Spring Valley Community on Highway 53.

Commissioners Hood, Steward, Owens, and Potts voted aye. Commissioner Cunningham voted nay. Motion carried

Contract approval for Schneider (QPublic) Geospatial Software:  Chairman Hood asked if there was a motion. Commissioner Owens made a motion to approve the contract. Commissioner Steward seconded the motion. County Administrator Ledbetter stated that the software will make Gordon County more accessible and transparent to the public and provide convenience to those who use these departments at no charge to use the software.

Commissioner Hood, Steward, Cunningham, Owens, and Potts voted aye. Motion carried

Declaration of surplus items from Emergency Management:  Chairman Hood asked if there was a motion. Commissioner Steward made a motion to approve the declaration. Commissioner Potts seconded the motion.

Commissioners Hood, Steward, Cunningham, Owens, and Potts voted aye. Motion carried.

Re-appointment of Chrissy Bryant to the Library Board with a term ending June 2025:  Chairman Hood asked if there was a motion. Commissioner Cunningham made a motion to approve the re-appointment. Commissioner Owens seconded the motion.

Commissioners Hood, Steward, Cunningham, Owens, and Potts voted aye. Motion carried.

Adjournment

There being no further business, Commissioner Potts made a motion to adjourn the Regular Session. Commissioner Steward seconded the motion and all voted aye.

The June 21, 2022 Board of Commissioners Regular Meeting was adjourned at 6:16 p.m.
