The Gordon County Board of Commissioners held their Regular Meeting on July 19, 2022
beginning at 6:12 p.m. in the Judicial Building Assembly Room.

Chairman Hood called the meeting to order at 6:12 p.m.

APPROVAL OF MINUTES

Chairman Hood asked if there was a motion to approve the minutes for the Work Session and Regular Meeting of July 5, 2022. Commissioner Cunningham made a motion to approve the minutes. Commissioner Potts seconded the motion and all voted aye. Motion passed.

ADMINISTRATOR’S REPORT

County Administrator Jim Ledbetter read the report into record. (Copy Attached)

COMMISSIONERS’ REPORT

Commissioner Owens stated that he has spoken with a couple of citizens concerning issues that they had and with one developer with an issue that they had. Commissioner Owens stated that he is glad to hear that the Finance Director is making improvements by tightening the belt and looking at the small things that can be changed and hopes that this will encourage the county employees to be more focused on how they can save taxpayers money.

Commissioner Potts states that he met with some community members that had questions about the millage rate and assisted a lady with an adoption question. Commissioner Potts met with a business owner about potential future properties. Commissioner Potts then highlighted the Gordon County Foster Parents Association and he shared slides that included a QR code where the public could help give toward the organization. Commissioner Potts attended a T.R.I.P at Fire Station 1. Commissioner Potts stated that he attended the Airport Authority meeting and they gave a report of the new lighting project as well as a potential helicopter company coming to the airport.

Commissioner Cunningham stated that he has had several conversations with County Administrator Jim Ledbetter and other citizens. Commissioner Cunningham also stated that he attended the Gordon County Historical Society meeting. Commissioner Cunningham announced that the New Echota Historic site will host a Junior Ranger Day on Friday, July 22, 2022 from 10:00 am to 2:30 pm for ages 7-11 but you must call to register.

CONSIDERATION OF UNFINISHED BUSINESS

CONSIDERATION OF NEW BUSINESS

Commissioner Hood stated the Board is adding item H to the agenda for a Petition from the Town of Resaca.

Appointment of Interim County Clerk:  Chairman Hood asked if there was a motion. Commissioner Potts made a motion to appoint Keith King as the Interim County Clerk. Commissioner Cunningham seconded the motion.

Commissoners Hood, Steward, Cunningham, Owens, and Potts voted aye. Motion carried.

Declaration of surplus items for the Sheriff’s Office including seven vehicles as listed on the memo from Chief Deputy Robert Paris:  Chairman Hood asked if there was a motion. Commissioner Potts made a motion to approve the application. Commissioner Owens seconded the motion.

Commissioners Hood, Steward, Cunningham, Owens, and Potts voted aye. Motion carried.

Resolution to put forth a referendum before the Gordon County Citizens as it relates to the permitting and regulation of package sales by retailers of malt beverages and wine on Sundays:  Chairman Hood asked if there was a motion. Commissioner Potts made a motion to put forth the referendum before the citizens for a vote. Commissioner Steward seconded the motion.

County Administrator Ledbetter stated that the entire text is on pages 14, 15, and 16 of the agenda and that the resolution is posted online and that the resolution would be incorporated into the record by reference. And that this also relates to item D on the agenda and that all important dates are listed on the resolution.

Commissioner Hood, Steward, Owens, and Potts voted aye. Commissioner Cunningham voted nay. Motion carried

Resolution to put forth a referendum before the Gordon County Citizens as it relates to the permitting and regulation of sale of distilled spirits or alcoholic beverages for consumption on the premises on Sundays:  Chairman Hood asked if there was a motion. Commissioner Owens made a motion to put forth the referendum before the citizens for a vote. Commissioner Potts seconded the motion.

County Administrator Ledbetter stated that the entire text is on pages 14, 15, and 16 of the agenda and that the resolution is posted online and that the resolution would be incorporated into the record by reference. And that this also relates to item C on the agenda and that all important dates are listed on the resolution.

Commissioner Steward asked when the referendum would go into effect. County Administrator Ledbetter stated that it would be for January 1, 2023, If it passess in November 2022, there will have to be three meetings to put the ordinance on the agenda for a first and second reading.

Commissioner Hood, Steward, Owens, and Potts voted aye. Commissioner Cunningham voted nay. Motion carried

Emergency Radio System Tower Easement and Agreement with Dalton Communications:  Chairman Hood asked if there was a motion. Commissioner Cunningham made a motion to approve the re-appointment. Commissioner Owens seconded the motion.

Commissioners Hood, Steward, Cunningham, Owens, and Potts voted aye. Motion carried.

Statement of Work Agreement from Sylint:  Chairman Hood asked if there was a motion. Commissioner Steward made a motion to approve the re-appointment. Commissioner Potts seconded the motion.

Commissioners Hood, Steward, Cunningham, Owens, and Potts voted aye. Motion carried.

Declaration of surplus items for the Information Technology Department:  Chairman Hood asked if there was a motion to declare the items listed on pages 27 and 28 as surplus. Commissioner Potts made a motion. Commissioner Cunnigham seconded the motion.

Commissioners Hood, Steward, Cunningham, Owens, and Potts voted aye. Motion carried.

Town of Resaca Petition Concerning the Hwy 41 / 136 Crossing:  Chairman Hood asked if there was a motion. Commissioner Owens made a motion for the Board of Commissioners to sign the petition.. Commissioner Potts seconded the motion.

County Administrator Jim Ledbetter thanked Mayor Nathan Wyatt for being in attendance and for presenting the petition to the Board of Commissioners.

Commissioners Hood, Steward, Cunningham, Owens, and Potts voted aye. Motion carried.

Adjournment

There being no further business, Commissioner Potts made a motion to adjourn the Regular Session. Commissioner Steward seconded the motion and all voted aye.

The July 19, 2022 Board of Commissioners Regular Meeting was adjourned at 6:40 p.m.
