GORDON COUNTY BOARD OF COMMISSIONERS
REGULAR SESSION MINUTES
AUGUST 4, 2020


The Gordon County Board of Commissioners held their Regular Meeting on August 4, 2020 beginning at 6:00 p.m. in the conference room of the Administration Building.

Chairman Hood called the meeting to order.

EMPLOYEE RECOGNITION

Commissioner Steward read the list of Employees with Anniversary Hire dates in August. Commissioner Cunningham drew the name of Kevin Crump as employee of the Month of August.

APPROVAL OF MINUTES

Chairman Hood asked if there are any additions, omissions, or deletions to the Minutes for the Work Session and Regular Meeting July 21, 2020. Commissioner Cunningham made a motion to approve the Minutes. Commissioner Owens seconded the motion and Commissioners Owens, Sexton, Steward, and Cunningham voted aye. Motion passed.

ADMINISTRATOR’S REPORT

Administrator Ledbetter read the report. (copy attached)

COMMISSIONERS’ REPORT

Commissioner Owens spoke about complaints he has received regarding discharge of fireworks in the County after approved hours. Commissioners Owens asked that the Administrator do some research to see if we have the ability to do anything since State law has particular guidelines, and if the implementation of a nuisance policy or ordinance would even be enforceable.

Administrator Ledbetter advised that in reading the State law, there is some leeway on certain dates for us to make local rules that could be more restrictive than State law on the use of fireworks. On the holidays, we can’t touch those. He will come back in a few weeks to make a recommendation for what we might be able to do after he looks at the law.

CONSIDERATION OF NEW BUSINESS

UGA COOPERATIVE EXTENSION MEMORANDUM OF UNDERSTANDING

County Administrator Ledbetter advised that this is the UGA Cooperative MOU that just continues our agreement with UGA. We have two or three people there that are State paid and one is County paid and this continues that relationship.

Commissioner Cunningham made a motion to approve The Memorandum of Understanding with the UGA for the Cooperative Extension Office. Commissioner Owens seconded the motion and Commissioners Cunningham, Owens, Sexton, and Steward voted aye. Motion passed.

COVID-19 RELIEF ACT CONTRACT

County Administrator Ledbetter advised that this is the Covid-19 Relief Act Agreement and Exhibits, certifications, and assurances to the agreement. This is presented to Gordon County through ACCG but it is an agreement between the State of Georgia and Gordon County and in order to receive Covid Act relief funds we have to sign this agreement and agree to all the different assurances and so forth. If the Board authorizes the Chairman to sign this, we would almost immediately receive $607,000, and then we have entitlement to the balance of another $1.4 million, however, the strings attached are immense. We have to submit our claims amounts by September 1, 2020. If we can claim salaries, we will have use of a lot of the money. If it’s only material and equipment, we won’t use up a fraction of the money. We would also have to comply with a whole list of federal Acts. We will be audited at some point in the future on the claim we submit of how and how much of the funds we used.

Commissioner Cunningham made a motion to accept the terms and conditions of the contract and exhibits, also to authorize the designee users to be the Finance Director or the Administrator, and to authorize Chairman Hood to sign the documents on the Board’s behalf. Commissioner Steward seconded the motion and Commissioners Steward, Cunningham, Owens, and Sexton voted aye. Motion passed.

ADJOURNMENT

Commissioner Sexton made a motion to adjourn the Regular Meeting. Commissioner Cunningham seconded the motion and all voted aye.

There being no further business, the meeting adjourned at 6:35 p.m.
