GORDON COUNTY BOARD OF COMMISSIONERS
REGULAR MEETING MINUTES
AUGUST 6, 2013
The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, August 6, 2013 at 6:00 p.m. in the Conference Room of the Administration Building.
Chairman Hood called the meeting to order.
EMPLOYEE RECOGNITION
Commissioner Gazaway read the names of employees with anniversary hire dates in August.
Commissioner Steward drew the name of Tom Burgess as employee of the month for August.
APPROVAL OF MINUTES
Chairman Hood asked if there were any additions, omissions, or deletions to the Minutes for the Work Session July 16, 2013, and the Regular Meeting July 16, 2013. Commissioner Cunningham made a motion to approve the minutes. Commissioner Steward seconded the motion and all voted aye. Minutes approved.
ADMINISTRATOR’S REPORT
Administrator Dowling read the report (copy attached).
COMMISSIONERS’ REPORT
Chairman Hood commented that she had attended the opening of the new Calhoun High School, the VAC ground breaking, and a tour of Mohawk.
PUBLIC HEARING FOR ROAD ABANDONMENT
Commissioner Gazaway made a motion to open the public hearing for road abandonment. Commissioner Steward seconded the motion and all voted aye.
County Attorney Smith advised the Board that this is a public hearing for public comments on the abandonment of Peters Street. During last fiscal year, the Board published and adopted a Motion of Intent to Abandon a portion of East May Street, Linda Lane and Peters Street. We have already accomplished the abandonment of a portion of East May and Linda Lane. Peters Street has been a project discussed for many years by the County and the City of Calhoun. Currently Peters Street, from the intersection of Highway 41 all the way down to where Peters Streets ends at Curtis Parkway is listed as a county road. A large portion of properties along the street have been incorporated into the City of Calhoun. The City of Calhoun has indicated their willingness to accept those three streets into the City Road Index. Pursuant to State Law, the Board is required to hold a public hearing, and the public hearing on East May and Linda Lane has already been held. This is the public hearing for Peters Street. On the Agenda for tonight, the Board will be considering the abandonment of Peters Street. Should the Board elect to abandon Peters Street, it will be removed from the County Road Index and placed on the City Street Index.
Mr. Marvin Acree spoke to the Board and commented that he was not in favor of Gordon County abandoning Peters Street and urged the County to retain ownership of the street.
Mrs. Jean Cox signed to speak at the public hearing but declined to speak when her name was called.
Commissioner Cunningham made a motion to close the public hearing. Commissioner Steward seconded the motion and all voted aye.
CONSIDERATION OF UNFINISHED BUSINESS

CONSIDERATION OF NEW BUSINESS
BID AWARD FOR FIRE HYDRANTS PURCHASE AND INSTALLATION
Administrator Dowling advised that this is a bid award for fire hydrants purchase and installation. Gordon County solicited for bids from qualified vendors to furnish and install fire hydrants in Gordon County in accordance with City of Calhoun fire hydrant specifications. Six vendors responded with sealed written bids and the recommendation is to award the bid to Georgia Hydrant Services with the lowest and most responsive bid of $4,540 per unit installed on an existing water line and $4,250 per unit on a new water line and has agreed to keep the unit price the same for all five years. Funding for this project comes from SPLOST. The 2013-2014 budget has $400,000 allocated for purchase and installation of about 90 fire hydrants.
Commissioner Steward made a motion to award the bid to Georgia Hydrant Services as recommended. Commissioner Sexton seconded the motion and Commissioners Cunningham, Steward, Gazaway, and Sexton voted aye. Motion passed.
APPROVAL OF CALHOUN CITY SCHOOLS AND GORDON COUNTY BOARD OF EDUCATION SCHOOL NURSE CONTRACTS.
County Attorney Smith advised that this is for Board approval of the Calhoun City Schools and Gordon County Board of Education school nurse contracts. The funding for both programs was authorized in the 2013/2014 budget.
Commissioner Cunningham made a motion to approve both contracts for the school nurse program. Commissioner Steward seconded the motion and Commissioners Cunningham, Sexton, Steward and Gazaway voted aye. Motion passed.
CONSIDERATION OF ABANDONING PETERS STREET
County Attorney Smith advised that this is for Board consideration of abandoning Peters Street. The public hearing has been held and the public notice has been run in the Calhoun Times and notice to property owners along the street has been provided to each property owner. This is for the abandonment of the entire road from U. S. Highway 41 to Curtis Parkway. This portion of said road has ceased to be used by the public to the extent that no substantial public purpose is served by said road remaining as part of the Gordon County road system, as this road is now located primarily within the city limits of the City of Calhoun. The City of Calhoun has indicated its willingness to incorporate this road into the city road system and is willing and desires to take over this designated road. That language is required to be in the motion. Therefore, the motion should include that language for the abandonment of Peters Street, conditioned upon the City of Calhoun accepting that road.
Commissioner Steward made a motion to approve the motion as presented by the County Attorney for the abandonment of Peters Street. Commissioner Sexton seconded the motion and Commissioners Sexton, Gazaway, Cunningham, and Steward voted aye. Motion passed.
ADJOURNMENT
Commissioner Cunningham made a motion to adjourn the meeting. Commissioner Gazaway seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 6:30 p.m.
