REGULAR SESSION MINUTES
AUGUST 18, 2020
The Gordon County Board of Commissioners held their Regular Meeting on August 18, 2020 beginning at 6:00 p.m. in the conference room of the Administration Building.

Chairman Hood called the meeting to order.
APPROVAL OF MINUTES
Chairman Hood asked if there are any additions, omissions, or deletions to the Minutes for the Work Session and Regular Meeting August 4, 2020. Commissioner Cunningham made a motion to approve the Minutes. Commissioner Steward seconded the motion and Commissioners Owens, Sexton, Steward, and Cunningham voted aye. Motion passed.
ADMINISTRATOR’S REPORT

COMMISSIONERS’ REPORT
Commissioner Owens advised that he attended a Development Authority meeting call, he attended a State Covid call, also attended a Leadership Calhoun/Gordon County Committee meeting. Today he chaired the Georgia Emergency Services quarterly Council meeting. Chairman Hood advised that she participated in the Covid Task Force call and the Development Authority meeting call and a DFACS Roadshow call this morning and has another one today at 1:00 pm.
Commissioner Sexton made a motion to open the Public Hearing for Zoning Applications. Commissioner Owens seconded the motion and all voted aye.
PUBLIC HEARING FOR ZONING
Application #20-12 Roy & Doris Hefner’s Request to Rezone from A-1 to RA-1
Administrator Ledbetter read application #Z20-12 for Roy and Doris Hefner’s request to rezone from A-1 to RA-1. They would like to bring the property into compliance with Zoning. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. No one signed to speak for or against the rezoning application.
Commissioner Cunningham made a motion to approve zoning application Z20-12. Commissioner Steward seconded the motion and Commissioners Cunningham, Steward, Sexton, and Owens voted aye. Motion passed.
Application #20-13 Terry Joe and Whitney Rushing’s Request to Rezone from R-2 to A-1
Administrator Ledbetter read application #Z20-13 for Terry Joe and Whitney Rushing’s request to rezone from R-2 to A-1. They want to have cattle on their property. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. No one signed to speak for or against the rezoning application.
Commissioner Steward made a motion to approve zoning application Z20-13. Commissioner Cunningham seconded the motion and Commissioners Steward, Cunningham, Owens, and Sexton voted aye. Motion passed.
Application #20-14 Terry Joe & Whitney Rushing’s Request to Rezone from R-2 to R-1
Administrator Ledbetter read application Z20-14 Terry Joe and Whitney Rushing’s request to rezone from R-2 to R-1. They want to subdivide off four lots on 3 acres to accommodate septic systems to build four houses. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. No one signed to speak for or against the rezoning application.
Commissioner Cunningham made a motion to approve zoning application Z20-14. Commissioner Owens seconded the motion and Commissioners Cunningham, Owens, Steward, and Sexton voted aye. Motion passed.
Application #20-15 OWR, LLC’s Request to Rezone from A-1 to I-2
Administrator Ledbetter read application Z20-15 OWR, LLC’s request to rezone from A-1 to
I-2. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. Attorney Terry Brumlow came before the Board to explain the rezoning request and to answer any questions. Mr. Brumlow advised that the applicants wish to rezone 10.19 acres at this time.
Commissioner Cunningham made a motion to approve the zoning application Z20-15. Commissioners Steward seconded the motion and Commissioners Cunningham, Steward, Owens, and Sexton voted aye. Motion passed.
Application #20-16 Flipper McDaniel’s Request to Rezone from A-1 to R-1
Administrator Ledbetter read application Z20-16 Flipper McDaniel’s request to rezone from A-1 to R-1. He wants to create two tracks of less than 5 acres. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. No one signed to speak for or against the rezoning application.
Commissioner Owens made a motion to approve the rezoning application Z20-16. Commissioner Sexton seconded the motion and Commissioners Owens, Sexton, Cunningham, and Steward voted aye. Motion passed.
Commissioner Owens made a motion to close the Public Hearing for Zoning. Commissioner Sexton seconded the motion and all vote aye.
CONSIDERATION OF UNFINISHED BUSINESS

CONSIDERATION OF NEW BUSINESS
DECLARATION OF SURPLUS PROPERTY FOR THE SHERIFF’S OFFICE FOR A 2005 GMC TRUCK VIN#1GDG5C1E55F908617 AND A 2006 NISSAN ALTIMA S/SL VIN#1N4AL11E76C227212
County Administrator Ledbetter advised that this is a declaration of surplus property from the Sheriff’s office for two vehicles, one is a 2005 GMC truck and the other is a 2006 Nissan Altima S/SL. The Nissan will be sold and the truck has been moved to the Road Department for their use.
Commissioner Sexton made a motion to approve the Declaration of Surplus Property for the Sheriff’s Office. Commissioner Steward seconded the motion and Commissioners Cunningham, Owens, Sexton, and Steward voted aye. Motion passed.
DECLARATION OF SURPLUS PROPERTY FOR ENVIRONMENTAL HEALTH FOR A 2001 FORD LGT VIN#1FZF17272KC44799
County Administrator Ledbetter advised that this is a declaration of surplus property for Environmental Health for a 2001 Ford LGT. This was purchased by the State and then title was put into Gordon County. They want to surplus the property to trade it in for another vehicle.
Commissioner Owens made a motion to approve the Declaration of Surplus Property for Environmental Health. Commissioner Sexton seconded the motion and Commissioners Steward, Cunningham, Owens, and Sexton voted aye. Motion passed.
APPOINTMENT TO THE LIBRARY BOARD FOR CHRISSY PARKER BRYANT TO FILL AN UNEXPIRED TERM ENDING JULY 31, 2022
County Administrator Ledbetter advised that the Library Board has requested the Board of Commissioner to appoint Chrissy Parker Bryant to fill an unexpired term ending July 31, 2022 due to the retirement of Eddie Peterson from the Library Board.
Commissioner Owens made a motion to approve the appointment of Chrissy Parker Bryant to fill an unexpired term on the Library Board. Commissioner Steward seconded the motion and Commissioners Owens, Steward, Sexton, and Cunningham voted aye. Motion passed.
BOARD APPROVAL TO FILL A VACANCY AT THE PARKS AND RECREATION DEPARTMENT
County Administrator Ledbetter advised that under the new temporary rules, he is requesting that the Board approve filling a vacancy at the Parks and Recreation Department. If we can keep everyone safe with all the new Covid rules, all the ball teams plus cheerleading are suppose to start up the first of September at the Recreation Department. This vacant position is for a recreation supervisor left vacant due to that person moving up to the Director position.
Commissioner Steward made a motion to approve the request from the Parks and Recreation Department to fill a vacancy. Commissioner Sexton seconded the motion and Commissioners Steward, Sexton, Cunningham, and Owens voted aye. Motion passed.

Commissioner Cunningham made a motion to adjourn the Regular Meeting. Commissioner Steward seconded the motion and all voted aye.
There being no further business, the meeting adjourned at 6:20 p.m.
