REGULAR SESSION MINUTES
AUGUST 20, 2019


The Gordon County Board of Commissioners held their Regular Meeting on August 20, 2019 beginning at 6:00 p.m. in the conference room of the Administration Building.

Chairman Hood called the meeting to order.

APPROVAL OF MINUTES

Chairman Hood asked if there are any additions, omissions, or deletions to the Minutes for the Work Session August 6, 2019, and the Regular Meeting August 6, 2019. Commissioner Cunningham made a motion to approve the Minutes. Commissioner Sexton seconded the motion and Commissioners Owens, Steward, Sexton, and Cunningham voted aye. Motion passed.

ADMINISTRATOR’S REPORT

Administrator Ledbetter read the report. (copy attached)

COMMISSIONERS’ REPORT

Commissioner Owens commented that he held the General Administration Committee meeting last week, also attended the Jason Meadows retirement, attended Public Safety and QRC meeting, also attended the two-day ACCG Policy meetings, and chaired the State Emergency Services Council meeting. Commissioner Steward attended the Finance Committee meeting with the Administrator and Finance Director.

PUBLIC HEARING FOR ZONING

Commissioner Cunningham made a motion to go into the Public Hearing for Zoning. Commissioner Owens seconded the motion and all voted aye.

APPLICATION #Z19-12 Austin & Carson Sollicito’s Request to Rezone from A-1 to R-1

Administrator Ledbetter read application Z19-12 Austin and Carson Sollicito’s request to rezone from A-1 to R-1. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. No one signed to speak for or against the rezoning.

Commissioner Steward made a motion to approve the application for rezoning. Commissioner Sexton seconded the motion and Commissioners Steward, Cunningham, Sexton, and Owens voted aye. Motion passed.

APPLICATION #Z19-13 Tony Temple’s Request to Rezone from A-1 to C-H

Administrator Ledbetter read application Z19-13 Tony Temple’s request to rezone from
A-1 to C-H. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. No one signed to speak for or against the rezoning.

Commissioner Steward made a motion to approve the rezoning. Commissioner Cunningham seconded the motion and Commissioners Cunningham, Owens, Sexton, and Steward voted aye. Motion passed.

APPLICATION #Z19-14 OWR, LLC’s Request to Rezone from A-1 to I-1

Administrator advised that Terry Brumlow the attorney representing the rezoning applicants, had requested that this application be tabled until the September 17, 2019 meeting.

Commissioner Owens made a motion to table Application #Z19-14 until September 17, 2019 Regular Meeting and Public Hearing for Zoning. Commissioner Sexton seconded the motion and Commissioners Owens, Cunningham, Sexton, and Steward voted aye. Motion passed.

Commissioner Owens made a motion to close the Public Hearing for Zoning. Commissioner Cunningham seconded the motion and all voted aye.

CONSIDERATION OF UNFINISHED BUSINESS

None

CONSIDERATION OF NEW BUSINESS

APPOINTMENT OF EDDIE PETERSON TO THE CALHOUN-GORDON COUNTY LIBRARY BOARD FOR A THREE-YEAR TERM 7/01/2019 TO 7/30/2022

Chairman Hood advised the Board that this is an appointment of Eddie Peterson to the Calhoun-Gordon County Library Board for a three-year term 7/01/2019 to 7/30/2022.

Commissioner Sexton made a motion to approve the appointment of Eddie Peterson to the Calhoun-Gordon County Library Board. Commissioner Owens seconded the motion and Commissioners Owens, Sexton, Steward, and Cunningham voted aye. Motion passed.

CIVIL SOUTH PROPOSAL AND AGREEMENT FOR ENGINEERING SERVICES FOR THE MT. OLIVE CHURCH ROAD DAM AND ROADWAY RECONSTRUCTION

Chairman Hood advised that this is the Civil South Proposal and Agreement for engineering services for the Mt. Olive Church Road dam and roadway reconstruction. County Administrator has requested to eliminate the Hold Harmless under Paragraph #6 and allow the Administrator to execute the Agreement.

Commissioner Steward made a motion to approve and to eliminate the Paragraph #6 Hold Harmless section of the agreement. Administrator Ledbetter is also authorized to execute the agreement on behalf of the Board. Commissioner Sexton seconded the motion and Cunningham, Steward, Sexton, and Owens voted aye. Motion passed.

DECLARATION OF SURPLUS PROPERTY FOR THE SHERIFF’S DEPARTMENT FOR A GCSO GLOCK Model 43 9mm PISTOL SERIAL #BFGX717

Administrator Ledbetter advised the Board that this is a declaration of surplus property for the Sheriff’s Department for a GCSO GLOCK Model 43 9mm Pistol.

Commissioner Owens made a motion to approve the declaration of surplus property for the Sheriff’s Department. Commissioner Sexton seconded the motion and Commissioners Sexton, Cunningham, Owens, and Steward voted aye. Motion passed.

ADJOURNMENT

Commissioner Sexton made a motion to adjourn the Regular Meeting. Commissioner Steward seconded the motion and all voted aye.

There being no further business, the meeting was adjourned at 6:09 p.m.
