REGULAR SESSION MINUTES
SEPTEMBER 5, 2017


The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, September 5, 2017, at 6:00 p.m. in the conference room of the Administration Building.

Chairman Hood called the meeting to order.

EMPLOYEE OF THE MONTH

Commissioner Steward read the list of employees with anniversary hire dates in September. Commissioner Sexton drew the name of Adam Dortch as Employee of the Month for September.

APPROVAL OF MINUTES

Chairman Hood asked if there are any additions, omissions, or deletions to the Minutes for the Work Session August 15, 2017, and the Regular Meeting August 15, 2017. Commissioner Steward made a motion to approve the minutes. Commissioner Sexton seconded the motion and Commissioners Cunningham, Sexton, Steward, and Owens voted aye. Motion approved.

ADMINISTRATOR’S REPORT

Interim County Administrator Ledbetter read the report (copy attached).

COMMISSIONERS’ REPORT

Commissioner Owens commented that he met with some local animal advocates, and attended the Northwest Georgia Regional Council meeting and the ACCG Leadership Conference.

PUBLIC HEARING FOR ALCOHOL LICENSES

PUBLIC HEARING ON AN APPLICATION FOR A MALT BEVERAGE LICENSE FOR RNR, CALHOUN

Commissioner Cunningham made a motion to open the public hearing for a malt beverage license application. Commissioner Steward seconded the motion and all voted aye.

County Administrator/Attorney Ledbetter advised that the attorney representing the applicant was not able to attend the hearing, that he was unaware of the schedule. Attorney Ledbetter suggested that the Board make a motion for approval to continue the hearing to the September 19th meeting, to include that this will be the final rescheduling of the hearing.

Commissioner Steward made a motion to reschedule the hearing to the September 19th meeting and that this will be the last reschedule for this hearing. Commissioner Owens seconded the motion and Commissioners Steward, Owens, Cunningham, and Sexton voted aye. Motion passed.

Commissioner Sexton made a motion to close the public hearing. Commissioner Owens seconded the motion and Commissioners Sexton, Owens, Steward, and Cunningham voted aye. Motion passed.

PUBLIC HEARING FOR ZONING

APPLICATION #Z17-12 KAREN ALLEN WILLOUGHBY’S REQUEST TO REZONE FROM A-1 TO R-6

County Attorney Ledbetter read rezoning application #Z17-12 for Karen Willoughby’s request to rezone from A-1 to R-6. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. No one signed to speak for or against the rezoning.

Commissioner Cunningham made a motion to approve rezoning application #Z17-12. Commissioner Sexton seconded the motion and Commissioners Cunningham, Owens, Steward, and Sexton voted aye. Motion approved.

APPLICATION #Z17-13 JERAD DAVIS’ REQUEST TO REZONE FROM A-1 TO RA-1

County Attorney Ledbetter read rezoning application #Z17-13 for Jerad Davis’ request to rezone from A-1 to RA-1. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. No one signed to speak for or against the rezoning.

Commissioner Owens made a motion to approve rezoning application #Z17-13. Commissioner Steward seconded the motion and Commissioners Owens, Steward, Sexton, and Cunningham voted aye. Motion approved.

Commissioner Owens made a motion to close the public hearing for zoning. Commissioner Sexton seconded the motion and all voted aye.

CONSIDERATION OF UNFINISHED BUSINESS

None

CONSIDERATION OF NEW BUSINESS

BID AWARD FOR FIRE DEPARTMENT FOR HYDRAULIC POWER TOOLS

County Administrator/Attorney Ledbetter advised the Board that the county solicited for bids and two vendors responded. A committee was established to look at the bids and their evaluation of the two bids was that the low bidder did not bid according to the specification set out in the bid solicitation, therefore the committee’s unanimous recommendation is to award the bid to MES with the most responsive and responsible bid.

Commissioner Sexton made a motion to approve the bid from MES. Commissioner Steward seconded the motion and Commissioners Owens, Steward, Cunningham, and Sexton voted aye. Motion passed.

BUDGET AMENDMENT TO REPAIR DOZER AT THE CHERT MINE

County Administrator/Attorney Ledbetter advised that this is a budget amendment in the amount of $30,000 for transmission repairs to the dozer at the Chert Mine. Attorney Ledbetter reminded the Board that the county had previously checked into the purchase of a new dozer and found the price was so high that it made more financial sense to allocate funds for repairs to this piece of equipment.

Commissioner Steward made a motion to approve the budget amendment for the chert mine dozer repairs. Commissioner Owens seconded the motion and Commissioners Owens, Cunningham, Steward, and Sexton voted aye. Motion passed.

ADJOURNMENT

Commissioner Owens made a motion to adjourn the meeting. Commissioner Cunningham seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 6:22 p.m.
