GORDON COUNTY BOARD OF COMMISSIONERS
WORK SESSION MINUTES
SEPTEMBER 16, 2014


The Gordon County Board of Commissioners held a Work Session Tuesday, September 16, 2014 at 5:30 p.m. in the conference room of the Administration Building.

Chairman Hood called the meeting to order.

The Board discussed each item on the agenda and made no changes or additions.

Purchasing Manager, Martin Vaughn, explained the item on the agenda for the amendment to the Financial Policies. This policy as it was written, prevented employees of Gordon County from doing business with Gordon County. The IRS considers citizens serving on voluntary boards as employees of the County, so we are exempting those individuals who really don’t work for Gordon County but serve on those voluntary Boards so that they can continue to do business with Gordon County.

Mr. Vaughn explained the bid award for the backup generator for E-911. Gordon County solicited bids for a backup generator and received responses from four bidders. Staff’s recommendation is to award the bid to Fox Systems. Their installation plan was superior to the low bidder, in that, the E-911 facility would be without power for a much shorter time. Also Fox System still came in with a bid under the budgeted amount.

County Administrator King commented on the final budget amendment to the FY 2013-2014 budget. This is the last and final budget amendment for the previous fiscal year.

Ms. Mary Barclay with the George Chambers Resource Center came before the Board and presented the $500,000 check from the Community Development Block Grant awarded by the Department of Community Affairs to expand the George Chambers Resource Center. Ms. Barclay and Commissioner Norris Sexton had attended the awards ceremony the previous Friday in Savannah to receive the check.

Mrs. Polly Brown came before the Board to request approval for barricading Brown Farm Terrace and closing it to through traffic for a few hours on October 11th to accommodate 300 guests during her daughter’s wedding to be held on their farm. Only four current homeowners live on the road and they will be at the wedding. Three off-duty deputies will be manning Brown Farm Road that runs into Brown Farm Terrace as well as the parking area. There was a consensus of the Board to allow Mrs. Brown to close the road for a few hours.

Commissioner Cunningham made a motion to go into Executive Session for Real Estate Matters. Commissioner Sexton seconded the Motion and Commissioners Cunningham, Sexton, and Steward voted aye. Executive Session began at 5:40 p.m. Executive Session adjourned at 6:00 p.m.

Commissioner Cunningham made a motion to close the Work Session. Commissioner Sexton seconded and all voted aye. There being no further business the Work Session adjourned at 6:00 p.m.
