GORDON COUNTY BOARD OF COMMISSIONERS
REGULAR MEETING MINUTES
OCTOBER 2, 2012


The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, October 2, 2012 at 9:00 a.m. in the Conference Room of the Administration Building.

Chairman Bailey called the meeting to order.

WELCOME

Chairman Bailey welcomed everyone to the meeting.

EMPLOYEE RECOGNITION

Employees with Anniversary Hire Dates in October

Chairman Bailey read the list of names and Commissioner Long drew the name of Michael Jones as the Employee of the Month.

APPROVAL OF MINUTES

Chairman Bailey asked if there were any additions, omissions, or deletions to the Minutes for the Work Session September 18, 2012, and the Regular Meeting September 18, 2012. Commissioner Long made a motion to approve the minutes. Commissioner Steward seconded the motion and all voted aye. Minutes approved.

PUBLIC HEARING

Commissioner Long made a motion to open the public hearing for the 2012 CDBG Award. Commissioner Hood seconded the motion and all voted aye.

Mr. Dave Ronnigan, grant writer, came before the Board to conduct the second of three required public hearings, and to announce the awarding of the grant from the Georgia Department of Community Affairs to Gordon County for the Voluntary Action Center. The award for the grant is $500,000 for renovation improvements to the VAC facility. Mr. Ronnigan also announced that there are some handouts available for the public. Ms. Stacy Long with the VAC spoke to the Board and explained how the funds from the award will be used and how the public will benefit from the renovations and additions to the facility.

No one else came before the Board to speak at the public hearing.

Commissioner Long made a motion to close the public hearing. Commissioner Hood seconded the motion and all voted aye.

CONSIDERATION OF OLD BUSINESS
  • AMENDMENT TO THE MALT BEVERAGE WINE & LIQUOR ORDINANCE – 2ND Reading
    County Attorney Smith advised that this is the second reading of the amendment to the Malt Beverage Wine and Liquor ordinance. This amendment is concerning the fee scale for a consumption on the premises license and will set the fee at $1,000 for any applicant of this type license.

    Commissioner Long made a motion to approve the amendment to the ordinance. Commissioner Steward seconded the motion and Commissioners Long, Steward, and Hood voted aye. Motion passed.

CONSIDERATION OF NEW BUSINESS
  • UPDATE TO LETTER OF APPROVAL TO THE CITY OF FAIRMOUNT TO USE THE COUNTY’S RADIO STATION LICENSE
    County Administrator Dowling advised that this is a request from the City of Fairmount for an update on a letter of approval for the City of Fairmount to use the County’s radio station license, so that the City of Fairmount can get their radar certification from the State.

    Commissioner Hood made a motion to approve sending an updated letter of approval to the City of Fairmount for using the County’s radio station license. Commissioner Steward seconded the motion and Commissioners Hood, Steward, and Long voted aye. Motion passed.

  • ACCEPTANCE OF THE 2012 CDBG AWARD FOR THE VAC AND APPROVAL OF THE BUDGET AMENDMENT
    County Administrator Dowling advised that this is for Board acceptance of the 2012 CDBG Award for the VAC and approval of the budget amendment for $510,000. $500,000 will come from the CDBG award and $10,000 is coming from Gordon County for the required match.

    Commissioner Long made a motion to approve the acceptance of the CDBG Grant and the Budget Amendment. Commissioner Hood seconded the motion and Commissioners Long, Hood, and Steward voted aye. Motion passed.

  • AGREEMENT WITH NORTHWEST GEORGIA ADMINISTRATIVE SERVICES OF CARROLLTON GEORGIA FOR ADMINISTRATIVE SERVICES FOR THE 2012 CDBG FOR THE VAC RENOVATION
    County Administrator Dowling advised that this is an agreement with Northwest Georgia Administrative Services for professional administrative services for the CDBG project for the renovation of the VAC facility.

    Commissioner Hood made a motion to approve the agreement with Northwest Georgia Administrative Services. Commissioner Steward seconded the motion and Commissioner Hood, Steward, and Long voted aye. Motion passed.

  • CONTRACT WITH THE HOWELL GROUP, INC. FOR ARCHITECTURAL SERVICES FOR THE 2012 CDBG FOR THE VAC RENOVATION
    County Administrator Dowling advised that this is a contract with The Howell Group, Inc. for architectural services and to supervise the construction for the renovation of the VAC facility project funded by the 2012 CDBG.

    Commissioner Long made a motion to approve the contract with The Howell Group, Inc. Commissioner Hood seconded the motion and Commissioners Hood, Steward, and Long voted aye. Motion passed.

  • BID AWARD FOR A TURCK MOUNTED HYDRAULIC EXCAVATOR GRADALL FOR THE PUBLIC WORKS DEPARTMENT
    County Administrator Dowling advised that this is a bid award for a truck mounted hydraulic excavator Gradall for the Public Works Department. Gordon County solicited for bids to replace an existing Gradall for the Public Works Department. Only one vendor submitted a bid, that being, Tractor & Equipment Company in Calhoun for a bid of $331,505. The recommendation is to award the bid to Tractor & Equipment Company. Funds for this purchase were budgeted in the SPLOST 2005 Projects Fund.

    Commissioner Hood made a motion to approve the bid from Tractor & Equipment Company. Commissioner Steward seconded the motion and Commissioners Long, Steward, and Hood voted aye. Motion passed.

ADJOURNMENT

Commissioner Long made a motion to adjourn the meeting. Commissioner Hood seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 6:30 p.m.
