The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, October 6, 2009, at 7:00 p.m. in the Conference Room of the Administration Building.
Chairman Long called the meeting to order.
INVOCATION AND PLEDGE OF ALLEGIANCE
Invocation was led by Rev. John Allen and the pledge of allegiance was led by Chairman Long.
WELCOME
Chairman Long welcomed everyone to the meeting.
SPECIAL PRESENTATION TO 4-H
Chairman Long read and presented a Proclamation for National 4-H Week to a group of local 4-H members.
PUBLIC HEARING FOR INTENT TO ABANDON PORTION OF OLD DIXIE HIGHWAY – DANIEL PROPERTY
Commissioner Bailey made a motion to open the public hearing for abandonment of a portion of Old Dixie Highway. County Attorney Hutchinson advised that this is a public hearing for citizen comments concerning the intent of Gordon County to abandon a portion of Old Dixie Highway known as the Daniel property. No one came forward to speak regarding the public hearing. Commissioner Bailey made a motion to close the public hearing. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, Hood, and Townsend voted aye. Motion passed.
ABANDONMENT OF A PORTION OF OLD DIXIE HIGHWAY
Commissioner Bailey made a motion to approve the abandonment of a portion of Old Dixie Highway. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, Hood, and Townsend voted aye. Motion passed.
QUIT CLAIM DEED FOR A PORTION OF OLD DIXIE HIGHWAY
County Attorney Hutchinson advised that the Board needs to approve the Chairman signing a Quit Claim Deed for a portion of the Old Dixie Highway to the Daniel family. Commissioner Bailey made a motion to give the Chairman authority to execute a Quit Claim Deed to the Daniel family for a portion of Old Dixie Highway. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, Townsend, and Hood voted aye. Motion passed.
EMPLOYEE OF THE MONTH FOR OCTOBER
Chairman Long read the list of employees with anniversary hire dates for the month of October. Commissioner Bailey drew the name of Patsy Sutton as Employee of the Month.
APPROVAL OF MINUTES
Chairman Long asked if there were any additions, omissions, or deletions to the Minutes for the Work Session September 15, 2009, and the Regular Meeting September 15, 2009. Commissioner Gordon made a motion to approve the minutes. Commissioner Bailey seconded the motion and all voted aye. Minutes approved.

- BID AWARD FOR FERTILIZATION AND WEED CONTROL FOR THE ATHLETIC FIELDS AT SONORAVILLE RECREATION COMPLEX
Administrator Dowling advised that this is a bid award to furnish fertilization and weed control services for the athletic fields at Sonoraville Recreation Complex. Gordon County solicited for bids and four vendors responded with bids. The recommendation is to award the bid to De Angelo Brothers, Inc. for a bid of $24,350. Commissioner Gordon made a motion to approve the bid from De Angelo Brothers, Inc. Motion dies due to lack of a second. Commissioner Bailey made a motion to award the bid to a local vendor Johnson Lawn Care of Ranger with a bid of $25,000. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, Hood, and Townsend voted aye. Motion passed.
- BID AWARD FOR INSTALLATION OF SYNTHETIC RUBBER FLOORING IN THE GYM/MULTI-PURPOSE ROOM AT THE BOYS & GIRLS CLUB BUILDING
Administrator Dowling advised the Board that this is a bid award for the installation of synthetic rubber flooring in the gym at the Boys & Girls Club facility. Gordon County solicited for bids and two vendors responded with bids. The recommendation is to award the bid to Competition Athletic Construction for a bid of $44,674. Commissioner Bailey made a motion to approve the bid from Competition Athletic. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, Townsend, and Hood voted aye. Motion passed.
- BUDGET ADJUSTMENT FOR THE ANNUAL AUDIT FOR FISCAL YEAR ENDING JUNE 20, 2009
County Administrator Dowling advised the Board that this is a budget adjustment for the annual audit for fiscal year ending June 20, 2009. Commissioner Bailey made a motion to approve the budget adjustment for the audit. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, Hood, and Townsend voted aye. Motion passed.
- APPOINTMENT TO THE REGION ONE DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL DISABILITIES
Administrator Dowling advised the Board that this is an appointment to the Region One Department of Behavioral Health and Developmental Disabilities. The term will be for three years ending July 31, 2012. Commissioner Gordon made a motion to appoint Latrina Patrick to the Region One Board for a three year term. Commissioner Bailey seconded the motion and Commissioners Gordon, Bailey, Hood, and Townsend voted aye. Motion passed.
- AGREEMENT WITH GEORGIA DEPARTMENT OF REVENUE FOR ELECTRONIC TRANSACTION PROCESSING FOR TAGS VIA THE INTERNET
County Attorney Hutchinson advised the Board that this is an agreement requested by the Tax Commissioner’s Office for electronic transaction processing of tag renewals via the internet. Commissioner Bailey made a motion to approve the agreement. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, Hood, and Townsend voted aye. Motion passed.
- AGREEMENT WITH ELECTRONIC TRANSACTION PROCESSING FOR ELECTRONIC CHECK PAYMENT AND PROCESSING TRANSACTION SERVICES AND CREDIT/DEBIT CARD PAYMENT TRANACTIONS THROUGH THE INTERNET FOR TAGS
County Attorney Hutchinson advised that this is an agreement with Official Payments Corporation in response to the Tax Commissioner’s Office for processing transaction services using credit/debit cards for payments for tags. Commissioner Bailey made a motion to approve the agreement. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, Hood and Townsend voted aye. Motion passed.
- AGREEMENT WITH PAYMENTUS CORPORATION FOR PAYMENT OF PROPERTY TAX VIA THE INTERNET THROUGH THE TAX COMMISSIONER’S OFFICE
County Attorney Hutchinson advised the Board that this is an agreement with Paymentus Corporation for payment of property taxes via the internet for the Tax Commissioner’s Office. Commissioner Bailey made a motion to approve the agreement. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, Hood and Townsend vote aye. Motion passed.
- AGREEMENT WITH TOWN OF RESACA TO PROVIDE POLICE SERVICES
County Attorney Hutchinson advised the Board that this is an agreement with the Town of Resaca for the Gordon County Sheriff’s Department to provide police services. The agreement has two points that were clarified in the Work Session; point one was for the fees portion – the Town of Resaca will pay $100,000 per year on a monthly basis to Gordon County; and point two was the term of agreement will be October 1, 2009 to September 30, 2010. Commissioner Bailey made a motion to approve the agreement, including the two points clarified by the County Attorney. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, Hood and Townsend voted aye. Motion passed.
- TEMPORARY FUNDING OF KING PROPERTY FOR THE DEVELOPMENT AUTHORITY
County Administrator Dowling advised the Board that this is for Board approval of temporary funding as requested by the Development Authority for the purchase of the King Property in the amount of $2.2 million. The Development Authority will secure a loan for permanent funding at a future time to reimburse Gordon County.
Commissioner Bailey made a motion to approve the temporary funding to the Development Authority. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, Hood and Townsend voted aye. Motion passed.
- APPROVAL OF COUNTY TO PERFORM CONSTRUCTION AND ROAD PAVING OF THE INTERNAL ROAD AT THE RESACA BATTLEFIELD STATE PARK
County Administrator Dowling advised the Board that this is for consideration of Board approval for the County to perform road construction and paving on the internal road at the Resaca Battlefield State Park. The paving to be performed by the Public Works Department of the County and funding will be from the SPLOST account. Estimates for this project are $862,000, the Town of Resaca has pledged to fund up to $250,000. Commissioner Gordon made a motion to approve the County’s funding and construction of this internal road. Commissioner Bailey amended the motion to include it being contingent upon the State’s commitment to fund and build, or fund and let the County build, a visitor’s center. Commissioner Gordon seconded the motion and Commissioners Gordon, Bailey, Hood, and Townsend voted aye. Motion passed.
ADJOURNMENT
Commissioner Gordon made a motion to adjourn the meeting. Commissioner Bailey seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 7:30 p.m.
