10/06/09 Work Session Minutes

The Gordon County Board of Commissioners held a Work Session Tuesday, October 6, 2009 at 6:00 p.m. in the Administration Building Conference Room.

Chairman Long called the meeting to order.

Chairman Long made a presentation to Fire Chief David Hawkins as he was awarded the designation of “Chief Fire Officer” by the Center for Public Safety Excellence. Chief Hawkins has been awarded this designation three times.

The Board discussed each item on the Agenda for the Regular Meeting and made no changes to the Agenda; two items were added to the Agenda later in the meeting.

Sheriff Mitch Ralston spoke to the Board regarding an item on the Agenda of an agreement between Gordon County and the Town of Resaca whereby the Gordon County Sheriff’s Department would operate the Police Department for the Town of Resaca. Mayor Samuel Allen and Council Woman Jean Mokonis were also involved in the discussion of this agreement. Two points that were agreed upon was that the payment of $100,000 per year would be paid monthly to Gordon County and that the term of the contract would be for one year beginning October 1, 2009 through September 30, 2010.

Mr. Bill Thompson, attorney for the Development Authority, spoke to the Board concerning a request from the Development Authority for the County to temporarily fund the purchase of the King property in the amount of $2.2 million. The Development Authority will secure a permanent loan for the funding at a future time and will reimburse the County. There was a consensus of the Board to add this item to the Agenda.

The Board then discussed the Resaca Battlefield proposed State park and specifically an internal road to be constructed for the park. County Administrator Dowling presented a preliminary estimate of $862,000 from the Public Works Director for building the road. The Town of Resaca has pledged to fund up to $250,000 of the cost. Chairman Long advised that the State would fund $3.2 million for the construction of a visitor’s center, pending the County’s participation of funding of the internal road. Following a lengthy discussion, there was a consensus of the Board to add this item to the Agenda.

Commissioner Bailey made a motion to adjourn the Work Session. Commissioner Gordon seconded and all voted aye.

There being no further business, the Work Session adjourned at 7:00 p.m.
