REGULAR SESSION MINUTES
OCTOBER 6, 2020
The Gordon County Board of Commissioners held their Regular Meeting on October 6, 2020 beginning at 6:00 p.m. in the conference room of the Administration Building.

Chairman Hood called the meeting to order.
EMPLOYEE RECOGNITION
Commissioner Cunningham read the list of employees with anniversary hire dates in October and Commissioner Sexton drew the name of Macey Silvers as Employee of the Month for October.
APPROVAL OF MINUTES
Chairman Hood asked if there are any additions, omissions, or deletions to the Minutes for the Work Session and Regular Meeting of September 15, 2020. Commissioner Sexton made a motion to approve the Minutes. Commissioner Cunningham seconded the motion and Commissioners Owens, Sexton, and Cunningham voted aye. Motion passed.
ADMINISTRATOR’S REPORT
Administrator Ledbetter read the report. (copy attached)
COMMISSIONERS’ REPORT
Commissioner Owens reported that he attended the Northwest Georgia Regional Commission meeting, also attended the virtual ACCG Policy Meeting and completed the voting for Gordon County. Just for information, the Calhoun Christmas Parade has been cancelled. Some things that are happening at the Fairgrounds, they had the first annual wagon train this past weekend, also a private carnival there this past weekend. Commissioner Owens wanted to announce some things coming up is the antique engine show, Georgia Cumberland Academy and Seventh Day Adventist Church is having a private event there, Georgia Farm Bureau is having a private event, and St. Clements Catholic Church is having a private church service there.

PUBLIC HEARING FOR ZONING
Commissioner Owens made a motion to go into the public hearing for zoning. Commissioner Cunningham seconded the motion and Commissioners Owens, Cunningham, and Sexton voted aye. Motion passed.
APPLICATION #Z20-17 Clyde & Cindy Burchett
Administrator Ledbetter read application #Z20-17 Clyde and Cindy Burchett’s request to rezone from A-1 to RA-1. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. No one signed to speak for or against the rezoning.
Commissioner Cunningham made a motion to approve the rezoning from A-1 to RA-1. Commissioner Sexton seconded the motion and Commissioners Cunningham, Sexton, and Owens voted aye. Motion passed.
APPLICATION #Z20-18 Oasis Detox Spa
Administrator Ledbetter read application #Z20-18 Oasis Detox Spa’s request to rezone from A-1 to O-I Office Institutional, it is owned by Sandy and Kevin Cashion. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. Ms. Katherine Cashion came before the Board to answer some questions and spoke in support of the rezoning.
Commissioners Owens made a motion to approve the rezoning contingent upon the driveway being brought up to code. Commissioner Cunningham seconded the motion and Commissioners Owens, Cunningham, and Sexton voted aye. Motion passed.
Commissioner Cunningham made a motion to close the Public Hearing for Zoning. Commissioner Sexton seconded the motion and all voted aye.
CONSIDERATION OF NEW BUSINESS
RESOLUTION AUTHORIZING THE SUBMISSION OF A LWCF PRE-APPLICATION FOR BROOKSHIRE PARK
County Administrator Ledbetter advised that this is a resolution authorizing the submission of a Land and Water Conservation Fund pre-application for upgrade of Brookshire Park. This is for some State grant money to go along with our SPLOST money, it is a 50% grant from the State.
Commissioner Cunningham made a motion to approve the Resolution. Commissioner Owens seconded the motion and Commissioners Cunningham, Owens, and Sexton voted aye. Motion passed.
REQUEST TO FILL A VACANT POSITION AT THE PARKS AND RECREATION
County Administrator Ledbetter advised that this is a request from the Parks and Recreation Director to fill a full-time maintenance position by opening up the position for applications internally. The current employee at this position retired in September.
Commissioner Sexton made a motion to approve the request from Parks and Recreation to fill a full-time vacant position. Commissioner Owens seconded the motion and Commissioners Sexton, Cunningham, and Owens voted aye. Motion passed.
ADJOURNMENT
Commissioner Cunningham made a motion to adjourn the Regular Meeting. Commissioner Owens seconded the motion and all voted aye.
There being no further business, the meeting adjourned at 6:20 p.m.
