REGULAR MEETING MINUTES
OCTOBER 16, 2012
The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, October 16, 2012 at 6:00 p.m. in the Conference Room of the Administration Building.
Chairman Bailey called the meeting to order.

Chairman Bailey welcomed everyone to the meeting.
APPROVAL OF MINUTES
Chairman Bailey asked if there were any additions, omissions, or deletions to the Minutes for the Work Session October 2, 2012, and the Regular Meeting October 2, 2012. Commissioner Hood made a motion to approve the minutes. Commissioner Steward seconded the motion and all voted aye. Minutes approved.

CONSIDERATION OF NEW BUSINESS
- REVISION OF THE 2013 LOCAL MAINTENANCE AND IMPROVEMENT GRANT PROGRAM
County Administrator Dowling advised that this is the revision to the 2013 Local Maintenance and Improvement Grant Program. Based on a formula, every year the State DOT grants every county and city funding for repaving roads. Gordon County’s allocation this year is $519,030 that will be budgeted to the Public Works Department to repave certain roads. This money will be used to pave Boone Ford Road 7 miles and Covington Bridge Road 2 miles. The county’s portion of funding will be 30%. Staff recommends that the Board approve and authorize the Chairman to sign the related documents accepting these funds from the LMIG program.Commissioner Steward made a motion to authorize the Chairman to execute the documents. Commissioner Hood seconded the motion and Commissioners Hood, Steward, and Bailey voted aye. Motion passed.
- BID AWARD FOR A SELF PROPELLED ROAD SWEEPER FOR PUBLIC WORKS DEPARTMENT
County Administrator Dowling advised that this is a bid award for a self propelled road sweeper for the Public Works Department. Gordon County solicited for bids and only one vendor, Reynolds-Warren Equipment in Calhoun, responded with a bid in the amount of $45,408. Funds for this purchase were budgeted in the SPLOST 2005 projects fund.Commissioner Hood made a motion to approve the bid from Reynolds-Warren Equipment Company. Commissioner Steward seconded the motion and Commissioners Hood, Steward and Bailey voted aye. Motion passed.
- BID AWARD FOR A 2013 TANDEM AXLE DUMP TRUCK WITH DIESEL ENGINE FOR PUBLIC WORKS DEPARTMENT
County Administrator Dowling advised that this is a bid award for a 2013 tandem axle dump truck with diesel engine for the Public Works Department. Gordon County solicited for bids and three vendors responded. The most responsive bid is Yancy Truck Centers in Blackshear, Georgia with a bid of $117, 149. Funds for this purchase were budgeted in the SPLOST 2005 projects funds.Commissioner Steward made a motion to approve the bid from Yancy Truck Centers in Blackshear. Commissioner Hood seconded the motion and Commissioner Hood, Steward, and Bailey voted aye. Motion passed.
- DECLARATION OF SURPLUS COUNTY PROPERTY
County Administrator Dowling advised that this is a declaration of surplus county property. The Board needs to approve a resolution declaring as surplus property the attached Exhibit A surplus vehicles and equipment. Staff recommends approval for the Chairman to sign the resolution authorizing these items surplus and send to the auction on November 10, 2012.Commissioner Hood made a motion to approve the resolution and authorize the Chairman to sign. Commissioner Steward seconded the motion and Commissioners Hood, Steward, and Bailey voted aye. Motion passed.
- APPROVAL OF DONATING FOUR SURPLUS VEHICLES TO THE CITY OF FAIRMOUNT
County Administrator Dowling advised that the City of Fairmount is requesting four of the surplus vehicles to be donated to the City of Fairmount. Staff recommends approval of donating four surplus vehicles, three 2004 Crown Victoria and one 2008 Crown Victoria to the City of Fairmount.Commissioner Steward made a motion to approve the request from the City of Fairmount for four surplus vehicles. Commissioner Hood seconded the motion and Commissioners Hood, Steward, and Bailey voted aye. Motion passed.
- QUITCLAIM DEEDS FOR GEORGIA DEPARTMENT OF TRANSPORTATION PROJECTS IN GORDON COUNTY
County Attorney Smith advised the Board that this is for consideration by the Board of two quitclaim deeds. The request from the Georgia DOT is that the County quitclaim any and all rights that it may have concerning two projects identified as project #CSSTP-0007-00(369) and STP00-0000-00(308).Commissioner Hood approved authorizing the Chairman to sign two quitclaim deeds for the two projects for the Georgia DOT. Commissioner Steward seconded the motion and Commissioners Hood, Steward, and Bailey voted aye. Motion passed.
- ORDINANCE FOR ENERGY EXCISE TAX – 1st Reading
County Attorney Smith advised that this is the first reading of the proposed Ordinance for Energy Excise Tax. This is for the purpose of imposing an excise tax on the sale, use, storage, or consumption of energy. The second reading and presentation to the Board for approval will be at the next Regular Meeting of the Board on November 6, 2012.

Commissioner Steward made a motion to adjourn the meeting. Commissioner Hood seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 6:20 p.m.
