10/20/09 Work Session Minutes

The Gordon County Board of Commissioners held a Work Session Tuesday, October 20, 2009 at 3:00 p.m. in the Administration Building Conference Room.

Chairman Long called the meeting to order.

The Board discussed each item on the Agenda for the Regular Meeting and made no changes to the Agenda; two items were added to the Agenda later in the meeting.

Mr. David Freedman from the Georgia Department of Natural Resources came before the Board to discuss the proposed Resaca Battlefield State Park. Mr. Freedman advised that he had e-mailed to Gordon County a draft agreement for the construction of the road into the visitor’s center, and that there will be another agreement for the operation of the visitor’s center and this agreement will be for a term of a 25-year, possibly a 50-year, operating agreement. Mr. Freedman also submitted a site plan for the project. Mr. Eddie Petersen with the City of Calhoun stated that the City is going to provide the labor and material and equipment to install a 2” water line for this project. Following questions and a lengthy discussion, the Board directed Mr. Freedman to submit the contracts to the County Attorney for her opinion and for any changes.

The Board discussed a request from Floyd County regarding the Gordon/Floyd County Development Authority. Floyd County requested the Board of Commissioners appoint their members to the Authority and to consider contributing up to $1,500 to fund administrative functions of the GFCDA. There was a consensus of the Board to add this item to the agenda.

County Administrator Dowling advised that there is another item to be added to the agenda, for a budget amendment to increase the per diem amounts for the Board of Tax Assessors and the Board of Equalization. There was a consensus of the Board to add this item to the agenda.

Commissioner Bailey made a motion to adjourn the Work Session. Commissioner Gordon seconded and all voted aye.

There being no further business, the Work Session adjourned at 3:55 p.m.
