REGULAR SESSION MINUTES
OCTOBER 20, 2020
The Gordon County Board of Commissioners held their Regular Meeting on October 20, 2020 beginning at 6:00 p.m. in the conference room of the Administration Building.

Chairman Hood called the meeting to order.
APPROVAL OF MINUTES
Chairman Hood asked if there are any additions, omissions, or deletions to the Minutes for the Work Session and Regular Meeting of October 6, 2020. Commissioner Owens made a motion to approve the Minutes. Commissioner Cunningham seconded the motion and Commissioners Owens, Steward, and Cunningham voted aye. Motion passed.
ADMINISTRATOR’S REPORT
Administrator Ledbetter read the report. (copy attached)
COMMISSIONERS’ REPORT
Commissioner Owens commented that he wanted to commend Steve Parris, Director of Public Works. Mr. Paris was very prompt and helpful in taking care of a citizen complaint that had come in to Commissioner Owens and he passed on to Director Parris. Commissioner Owens said he was commending Director Parris for his quick and responsive action to the complaint. Further commented that we should be proud of all our Department Heads, they do a tremendous job.
Chair Hood commented that she had attended the Covid-19 Meeting and she thanked Courtney Taylor, Director of EMA, for conducting those meetings.

CONSIDERATION OF NEW BUSINESS
REQUEST FROM THE GORDON COUNTY FIRE DEPARTMENT TO FILL FOUR VACANT POSITIONS
County Administrator Ledbetter advised that this is a request from the Fire Department to fill four vacant positions. Three of those positions are our trainees that didn’t make it through the course and one vacant position is to replace a retiring firefighter.
Commissioner Cunningham made a motion to approve the request to fill the four vacant positions. Commissioner Steward seconded the motion and Commissioners Cunningham, Owens, and Steward voted aye. Motion passed.
BID AWARD FOR JANITORIAL SERVICE AT THE AGRICULTURE CENTER
County Administrator Ledbetter advised that this is a bid award for janitorial service at the Ag Center. The low bid is the current janitorial provider at the Ag Center, but the reason we put this out to bid, they were not getting the job done to our satisfaction and not to the satisfaction of our lessees. We are recommending the second lowest bid which is the lowest responsive and responsible bidder at $9,000 per year from ICS Cleaning Service.
Commissioner Cunningham made a motion to award the bid for janitorial service at the Ag Center to ICS Cleaning Services. Commissioner Owens seconded the motion and Commissioners Owens, Cunningham, and Steward voted aye. Motion passed.
REQUEST FROM MAGISTRATE COURT FOR BOARD TO APPOINT A LOCAL AUTHORIZED AGENT
Administrator Ledbetter advised that this is a request from the Magistrate Court to appoint a local authorized Agent for declaring mobile homes either derelict or intact. This is allowed under Georgia law and would be the Ordinance Officer, Jim Bradford. The only obligation to the county would be Bradford’s time. A landowner can request Mr. Bradford assess the condition of an abandoned mobile home that would be located on the landowner’s property. This might be a mobile home that came with the purchase of the land and has a junky mobile home that came with the land, and we don’t know who owns it. Mr. Bradford would go and declare if it’s intact then it would get sold at the landowner’s expense. If it is not intact and derelict it would be disposed of by the landowner at the landowner’s expense. The County would be in the position of providing a little due process and assessment for the Magistrate Court on behalf of the landowner.
Commissioner Owens made a motion to appoint Jim Bradford as the Local Authorized Agent for the Magistrate Court. Commissioner Steward seconded the motion and Commissioners Owens, Steward, and Cunningham voted aye. Motion passed.
SUSPEND LICENSE #2020-1014 FOR RAINBOW CORNER TO SELL BEER AND WINE
Administrator Ledbetter advised that this is for the Board to consider suspending Rainbow Corner’s License #2020-1014 to sell beer and wine.
Commissioner Owens read the attached motion to temporarily suspend the license (see attached). Commissioner Steward seconded the motion and Commissioners Owens, Steward, Cunningham and Hood voted aye. Motion passed.
ADJOURNMENT
Commissioner Cunningham made a motion to adjourn the Regular Meeting. Commissioner Steward seconded the motion and all voted aye.
There being no further business, the meeting adjourned at 6:09 p.m.
