11/02/10 Regular Session Minutes

The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, October 2, 2010, at 10:00 a.m. in the Conference Room of the Administration Building.

Chairman Long called the meeting to order.

INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation was led by Rev. John Allen and the pledge of allegiance was led by Chairman Long.

WELCOME
Chairman Long welcomed everyone to the meeting.

EMPLOYEE RECOGNITION
Chairman Long read the list of employees with anniversary hire dates in November. Commissioner Bailey drew the name of Dottie Payne as Employee of the Month for November.

APPROVAL OF MINUTES
Chairman Long asked if there were any additions, omissions, or deletions to the Minutes of the Work Session October 19, 2010, and the Regular Meeting October 19, 2010. Commissioner Bailey made a motion to approve the minutes. Commissioner Gordon seconded the motion and all voted aye. Minutes approved.

CONSIDERATION OF OLD BUSINESS
None

CONSIDERATION OF NEW BUSINESS

  • INTENT TO ABANDON ROAD – A PORTION OF BELWOOD ROAD
    County Attorney Hutchinson advised the Board that this is for consideration of abandonment of a portion of the old Belwood Road. The Board has discussed this previously and the Board had indicated that they were willing to abandon 0.29 of an acre at the intersection of Highway 53 and old Belwood Road adjacent to the old Shepherd Motel property. This process of Intent to Abandon the Road starts the notification procedure as required by the Statute, an ad will be run in the paper and this will be on the Agenda for a public hearing. The first step is to adopt this Notice of Intent that this portion of the road no longer serves a valid public use at this time. Commissioner Bailey made a motion to adopt the Intent to Abandon the portion of the road. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, Townsend, and Hood voted aye. Motion passed.
  • BUDGET AMENDMENT TO INCREASE THE FUNDING LEVEL FOR TWO USED REPLACEMENT RIGHT-OF-WAY MOWING TRACTORS FOR PUBLIC WORKS DEPARTMENT
    Administrator Dowling advised the Board that in the approved budget it calls for $60,000 to purchase two used mowers for Public Works Department. Gordon County has found out that we cannot purchase two mowers for this amount and will need a budget amendment of $30,000, with the money coming from the old SPLOST roads fund reserves. Commissioner Gordon made a motion to approve the budget amendment. Commissioner Bailey seconded the motion and Commissioners Bailey, Gordon, Hood, and Townsend voted aye. Motion passed.
  • RESOLUTION OF APPOINTMENT OF COUNTY LEGISLATIVE COORDINATOR FOR ACCG
    Administrator Dowling advised the Board that this is a resolution to appoint a County Legislative Coordinator for ACCG. ACCG has requested that all counties in the State appoint a person to be the contact person for ACCG during the General Assembly in case there is a quick response needed on any issue there is a person to contact to answer questions, or get information quickly. Staff recommends approval of the resolution appointing Administrator Dowling as the Legislative Coordinator for Gordon County. Commissioner Bailey made a motion to appoint Randy Dowling as the County Legislative Coordinator. Commissioner Gordon seconded the motion and Commissioners Gordon, Bailey, Townsend, and Hood voted aye. Motion passed.

Chairman Long asked all Board members to begin to look at all the vacancies coming up on volunteer Boards and try to come up with volunteers to fill these vacancies.

Commissioner Bailey made a motion to adjourn the meeting. Commissioner Hood seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 10:20 a.m.
