WORK SESSION MINUTES
NOVEMBER 5, 2013


The Gordon County Board of Commissioners held a Work Session Tuesday, November 5, 2013 at 5:00 p.m. in the conference room of the Administration Building.

Chairman Hood called the meeting to order.

The Board discussed each item on the agenda and made no changes or additions.

Fire Chief Dave Hawkins presented his department’s concept plans and drawings for the proposed new fire station at Redbud. Fire Department personnel also developed an impressive virtual tour of their concept for the building and presented that to the Board and audience. Following the presentations, Chief Hawkins made a request of the Board to allow him and the Purchasing Director, Martin Vaughn, to solicit proposals for a design/build project for the construction of the new fire station. Following Board discussion of this request, there was a consensus of the Board to ask the Purchasing Director to move forward with soliciting such proposals.

Mr. Gerald Mason came before the Board and spoke about his and his family’s use and enjoyment of the Salacoa Park. Mr. Mason was highly complimentary of the park and park manager, Roger Peace. Mr. Mason stated that he is not a resident of Gordon County and that his county had several well know and beautiful parks, but that he preferred Salacoa Park. He commented that the Park was well maintained and he saw improvements to the camping areas each time he visited. He made a few suggestions for future improvements and activities for the park, but was full of praise for the Board’s continued efforts in supporting the future of the park.

Human Resources Director, Garah Childers spoke to the Board regarding their preference as to the process for hiring a new Administrator. Following discussion, the Board agreed that they did not want to look at all 53 applications, but that any commissioner who wished to do so could schedule a time to come by the Human Resources Department and look at all the applications received. There was a consensus of the Board to choose a committee to include Commissioner Jeff Gazaway and Commissioner Chad Steward, along with Human Resources Director Childers, County Attorney Smith, County Clerk Berry, and Risk Management Manager David Gibson, to look at all the applications and to choose about 15 to be presented to the Board Members for their decision about the number of those applicants to interview.

The Board discussed with the Human Resources Director, the suggestions for recognition of employees on their anniversary hire date. The current method for naming the employee of the month by placing the employee’s name in a drawing the number of times representing the number of years employed, will continue, with one change starting January 2014. The change will be that the employee’s name drawn will be granted a day off with pay instead of the $100 gift card. Other suggestions such as pins for 5 year, 10 year, 15 years employment, award certificates, or use a gift catalog and let the employee pick an appropriate gift depending on their years of service, were discussed. The HR Director will gather more information on costs and present the information to the Board to allow for further consideration of awarding a gift for milestone years of service.

Commissioner Steward made a motion to adjourn the Work Session, Commissioner Cunningham seconded the motion and all voted aye.

There being no further business the meeting adjourned at 5:50 p.m.
