The Gordon County Board of Commissioners held their Regular Meeting on November 15, 2022 beginning at 6:00 p.m. in the Judicial Building Assembly Room.

Vice Chairman Steward called the meeting to order.

PROCLAMATION FOR VETERANS DAY

Commissioner Cunningham read the Proclamation for Veterans Day and also the list of County Employees who are veterans.

APPROVAL OF MINUTES

Vice Chairman Steward asked if there are any additions, omissions, or deletions to the Minutes for the Work Session and Regular Meeting of November 1, 2022. Commissioner Cunningham made a motion to approve the Minutes. Commissioner Potts seconded the motion and Commissioners Owens, Potts, Cunningham, and Steward voted aye. Motion passed.

ADMINISTRATOR’S REPORT

Administrator Ledbetter read the report (copy attached).

COMMISSIONERS’ REPORT

Commissioner Owens congratulated Kurt Sutherland on his success being elected as a County Commissioner and thanked David McKnight for his efforts and campaign to be a commissioner. He reported that he attended the Airport ribbon cutting for the new runway lights, attended a meeting with the local public safety agencies regarding the upcoming Christmas parade, attended the ACCG Regional meeting hosted by Gordon County, also the orientation for the 2023 selected members for the Chamber Leadership Class, the Development Authority meeting, and chaired the Georgia EMS Council.

Commissioner Potts reported that he attended the Airport ribbon cutting, attended the ACCG Regional meeting, attended a ribbon cutting at Thomas Funeral Home for the historical museum, and attended a ribbon cutting for S&J. He gave his department reports for Public Works, Building and Grounds, and Fleet Management. Also attended a City Council Meeting. He congratulated new Commissioner Sutherland and welcomed him to the Board of Commissioners starting in January, 2023.

Commissioner Cunningham reported that he met with the Administrator and Mr. King and some citizens, attended the Regional ACCG meeting, and the banquet to kick off Farm/City Week at the Farm Bureau, and signed a Proclamation with the Mayor.

Commissioner Steward attended the Regional ACCG meeting; also he went out to upcoming Commissioner Sutherland’s farm to celebrate his victory.

CONSIDERATION OF UNFINISHED BUSINESS

CONSIDERATION OF NEW BUSINESS

AMENDMENT TO THE GORDON COUNTY CODE OF ORDINANCE FOR MALT BEVERAGE WINE AND LIQUOR ORDINANCE FOR SUNDAY ALCOHOL SALES

Administrator Ledbetter advised that this is just to bring this to everyone’s attention that the First Reading of the amendment to the Gordon County Code of Ordinance will be at the Board of Commissioners’ first meeting in December and the second reading will be at the second meeting in December. All the changes are from the voter referendum that approved the sale of alcohol on Sunday between the stated hours. There will also be some technical changes just to clean up our application process.

REQUEST FROM THE GORDON COUNTY HISTORIC PRESERVATION COMMISSION FOR THE GORDON COUNTY CONVENTION AND TOURISM BUREAU’S REQUEST TO OPEN THE RESACE BATTLEFIELD ON NOVEMBER 17, 2022 FOR NATIONAL HIKING DAY

Administrator Ledbetter advised that this is a request from the Gordon County Historic Preservation Commission for the Gordon County Convention and Tourism Bureau’s request to open the Resaca Battlefield on November 17, 2022 for National Hiking Day. The Historic Commission and the Parks and Recreation Department will work on getting the gate open for this event. This comes to the Board of Commissioners from the Historic Commission with recommendations for approval.

Commissioner Potts made a motion to approve the request from the Historic Preservation Commission. Commissioner Cunningham seconded the motion and Commissioner Potts, Cunningham, and Owens voted aye. Motion passed.

REAPPOINTMENT TO THE GORDON COUNTY BOARD OF HEALTH FOR DR. JOYAVE FOR A TERM ENDING DECEMBER 31, 2028

Administrator Ledbetter advised the Board that this is the Health Department’s request for reappointment to the Gordon County Board of Health for Dr. Joyave for a term ending December 31, 2028.

Commissioner Potts made a motion to approve the reappointment of Dr. Joyave to the Board of Health. Commissioner Owens seconded the motion and Commissioners Potts, Owens, and Cunningham voted aye. Motion passed.

DECLARATION OF SURPLUS PROPERTY FOR A MISCELLANEOUS LIST FROM PUBLIC WORKS DEPARTMENT TO BE SOLD IN AUCTION

Administrator Ledbetter advised that this is a Declaration of Surplus Property from the Public Works for a miscellaneous list of equipment to be sold at auction.

Commissioner Cunningham made a motion to approve the Declaration of Surplus Property from the Public Works Department. Commissioner Potts seconded the motion and Commissioners Cunningham, Potts, and Owens voted aye. Motion passed.

DECLARATION OF SURPLUS PROPERTY FROM THE SHERIFF’S DEPARTMENT FOR A 1996 FORD EXPLORER VIN#46684 AND 27 TWELVE GAUGE SHOTGUNS TO BE SOLD OR TRADED TO A LAW ENFORCEMENT DEALER AGAINST PURCHASE OF REPLACEMENT FIREARMS, AND A MISCELLANEOUS LIST OF EQUIPMENT

Administrator Ledbetter advised that this is a request from the Sheriff’s Department for a 1996 Ford Explorer VIN#46684 and 27 twelve gauge shotguns to be sold or traded to a law enforcement dealer against the purchase of replacement firearms, also for a miscellaneous list of equipment that includes a list of body cameras that have become obsolete and some related equipment.

Commissioner Owens made a motion to approve the Declaration of Surplus Property from the Sheriff’s Department. Commissioner Potts seconded the motion and Commissioners Owens, Potts, and Cunningham voted aye. Motion passed.

ADJOURNMENT

Commissioner Potts made a motion to adjourn the Regular Meeting. Commissioner Owens seconded the motion and all voted aye.

There being no further business, the meeting adjourned at 6:35 p.m.
