REGULAR SESSION MINUTES
NOVEMBER 21, 2017


The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, November 21, 2017, at 6:00 p.m. in the conference room of the Administration Building.

Vice Chairman Steward called the meeting to order.

APPROVAL OF MINUTES

Vice Chairman Steward asked if there are any additions, omissions, or deletions to the Minutes for the Work Session November 7, 2017, and the Regular Meeting November 7, 2017. Commissioner Owens made a motion to approve the minutes. Commissioner Cunningham seconded the motion and Commissioners Cunningham, Owens, and Steward voted aye. Motion approved.

ADMINISTRATOR’S REPORT

County Administrator Ledbetter read the report into the record.

COMMISSIONERS’ REPORT

Commissioner Owens commented that he attended the Northwest Georgia Regional Commission meeting, the Administration Committee meeting and the Georgia Insight meeting. Commissioner Cunningham reported that he met with the Administrator to look over the Future Land Use Develop map, attended the Public Safety Committee meeting and the Kick Off for Farm City Week.

Commissioner Owens made a motion to go into the Public Hearing for Zoning. Commissioner Cunningham seconded the motion and Commissioners Owens, Cunningham, and Steward voted aye.

PUBLIC HEARING FOR ZONING

APPLICATION #Z17-17 HIBBYMO PROPERTIES SONORAVILLE, LLC’S REQUEST TO REZONE FROM A-1 TO CG

County Administrator Ledbetter read application #Z17-17 Hibbymo Properties Sonoraville LLC’s request to rezone from A-1 to C-G. This comes to the Board of Commissioner from the Planning Commission with their recommendations for approval, with the stipulations (1) that all applicable state and local regulations shall be complied with including but not limited to Gordon County appearance standards for structure in commercial zoning districts, landscaping and buffer requirements and sign requirements, and (2) that the property owner/developer will be required to comply with water and sewer standards. Mr. Bobby Howard, representing the applicant, came before the Board to explain the rezoning request and to answer any questions. No one signed to speak in opposition to the request.

Commissioner Cunningham made a motion to approve the rezoning application #Z17-17 Hibbymo Properties Sonoraville, LLC to rezone from A-1 to CG, and to include the stipulations recommended. Commissioner Owens seconded the motion and Commissioners Owens, Cunningham, and Steward voted aye. Motion approved.

APPLICATION #Z17-18 CK5 INVESTMENTS, LLC’S REQUEST TO REZONE FROM A-1 TO I-1

County Administrator Ledbetter read application Z17-17 CK5’s request to rezone from A-1 to I-1. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. There was no one signed to speak for or against the rezoning.

Commissioner Cunningham made a motion to approve application #Z17-17 to rezone from A-1 to I-1. Commissioner Owens seconded the motion and Commissioners Cunningham, Owens, and Steward voted aye. Motion approved.

Commissioner Cunningham made a motion to close the public hearing for zoning. Commissioner Owens seconded the motion and all voted aye.

CONSIDERATION OF UNFINISHED BUSINESS

None

CONSIDERATION OF NEW BUSINESS

RE-APPOINTMENT OF COURTNEY TAYLOR TO THE NORTHWEST GEORGIA REGION ONE EMS FOR A TWO-YEAR TERM ENDING JANUARY 1, 2020

Vice Chairman Steward advised that this is for re-appointment of Courtney Taylor to the Northwest Georgia Region One EMS for a two-year term ending January 1, 2020.

Commissioner Owens made a motion to approve the re-appointment of Courtney Taylor to the Northwest Georgia Region One EMS. Commissioner Cunningham seconded the motion and Commissioners Owens, Cunningham, and Steward voted aye. Motion approved.

BID AWARD FOR STRIPPING AND SIGNAGE FUNDED FROM THE GEORGIA DOT 2018 LMIG OFF-SYSTEM SAFETY GRANT

Vice Chairman Steward advised that this is a bid award for stripping and signage funded from the Georgia DOT 2018 LMIG Off-System Grant. The staff recommendation is to award the bid to Brown Asphalt Maintenance with a bid of $64,463.50. The Grant amount to be received in the amount of $37,000 from Georgia DOT.

Commissioner Cunningham made a motion to approve awarding the bid to Brown Asphalt Maintenance. Commissioner Owens seconded the motion and Commissioners Owens, Cunningham, and Steward voted aye. Motion approved.

DECLARATION OF SURPLUS PROPERTY

Vice Chairman Steward advised that this is a declaration surplus for a list of county property that is no longer useful to the County. The declaration allows the county to offer these items for auction.

Commissioner Cunningham made a motion to approve the declaration for surplus county property and offer it for auction. Commissioner Owens seconded the motion and
Commissioners Owens, Cunningham, and Steward voted aye. Motion approved.

LEASE AGREEMENT WITH PREVENT CHILD ABUSE GORDON COUNTY FOR FACILITY LOCATED AT 320 RIVER STREET

Vice Chairman Steward advised that this is a lease agreement with Prevent Child Abuse Gordon County for use of the county-owned facility located at 320 River Street.

Commissioner Owens made a motion to approve the lease agreement allowing Prevent Child Abuse Gordon County to occupy the building located at 320 River Street. Commissioner Cunningham seconded the motion and Commissioners Cunningham, Owens, and Steward voted aye. Motion approved.

BID AWARD FOR THE FIRE DEPARTMENT FOR SCUBA GEAR

Vice Chairman Steward advised that this is a bid award for scuba gear for the Fire Department. The recommendation is to award the bid to MES, Charlotte NC in the amount of $89,422.24 for 16 new SCBA units.

Commissioner Cunningham made a motion to award the bid to MES, Charlotte NC. Commissioner Owens seconded the motion and Commissioner Cunningham, Owens, and Steward voted aye. Motion passed.

ADJOURNMENT

Commissioner Cunningham made a motion to adjourn the meeting. Commissioner Owens seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 6:22 p.m.
