WORK SESSION MINUTES
DECEMBER 2, 2014


The Gordon County Board of Commissioners held a Work Session Tuesday, December 2, 2014 at 5:30 p.m. in the conference room of the Administration building.

Chairman Hood called the meeting to order.

The Board discussed the agenda items for the Regular Meeting and made no changes or additions.

Mrs. Rhonda Gilbert came before the Board and advised that she lives adjacent to Goat Road and also owns property on Goat Road. Mrs. Gilbert’s concerns were the number of chicken houses being constructed on Goat Road and in the vicinity, with more to come. She said she represented eight families in that area who are also concerned about the number of chicken houses in a mile radius. She stressed that these are the mega chicken houses, not the regular size ones. Where are the property rights of the neighbors, when is enough. Is there anything that can be done about so many being built? Mrs. Gilbert showed the Board maps of the locations of current chicken houses and locations of where plans are for more.

The Board discussed the consideration of increasing the Freeport exemption in Gordon County. The City of Calhoun has recently gone up 20% to 60% on their Freeport exemption in all three areas. Administrator King advised that after reviewing past minutes and discussion with the Finance Director, what was agreed upon was that the Board would go up to 40% and that was voted on and approved, and with the understanding that every two years the Board would look at it again and if the economy supported it, the goal would be to increase by increments of 20% every other year until reach 100%. There was a consensus of the Board to ask the Administrator to direct the Finance Director to give the Board some numbers on how increasing the Freeport exemption would affect the school system. Chairman Hood commented that the Board is about to do the economic development study, should the Board wait to decide until it receives that recommendation. A date is being worked on to met with the group concerning economic development and all the stakeholders of Freeport.

Commissioner Steward made a motion to close the Work Session. Commissioner Gazaway seconded and all voted aye. There being no further business the Work Session adjourned at 5:50 p.m.
