GORDON COUNTY BOARD OF COMMISSIONERS
WORK SESSION MINUTES
DECEMBER 3, 2013


The Gordon County Board of Commissioners held a Work Session Tuesday, December 3, 2013 at 4:00 p.m. in the conference room of the Administration Building.

Chairman Hood called the meeting to order.

The Board discussed each item on the agenda and made no changes. One item was added to the agenda later in the meeting.

Ms. Louise McGowan with Dobbs & Company, the County’s auditors, came before the Board and presented the 2012 audit to the Board.

County Attorney Smith reminded the Board about the background information on the parking deck project. Representatives from Piper O’Brien came before the Board and presented their plans that were actually formed about two years ago. They presented two options that they had formulated for the parking deck project, including parts of the courthouse renovation project. Following discussion and questions, there was a consensus of the Board to add this item to the Agenda for Board approval for Piper O’Brien to proceed with the parking deck project and a Master Plan to include the courthouse renovation project.

The Board discussed the option offered from the Georgia D.O.T. to purchase a price-reduced van that the County had used and had recently turned in to the D.O.T. There was a consensus of the Board not to exercise this option to purchase the van.

County Attorney Smith discussed with the Board a letter received regarding reconsideration of an application for a malt beverage license for Rasheed Virani and SNR Groceries, that the Board had previously denied. Attorney Smith advised that the Board could not tell the applicant before his submittal of an application that they would approve his application. County Attorney Smith advised the Board that Mr. Virani just needs to submit a new application for the Board’s consideration, a letter will be sent to Mr. Virani advising him to do so if he so desires.

Mr. Barry Hice reported to the Board that Boone Ford Road will be newly resurfaced and stripped this Spring. He is working with Georgia D.O.T. to have major roads in the County have the new type stripping with reflective paint. Fire Chief Hawkins reported that the files have been sent to ISO regarding the fire hydrants that have recently been installed.

The Board discussed considering a Freeport exemption resolution for Gordon County. There was a consensus of the Board to put this item on the Agenda for the next meeting. The resolution would be to raise the raw material exemption from 0% to 40% effective next budget year beginning July 1, 2014.

Commissioner Steward made a motion to adjourn the Work Session, Commissioner Cunningham seconded the motion and all voted aye. There being no further business the meeting adjourned at 5:45 p.m.
