GORDON COUNTY BOARD OF COMMISSIONERS
REGULAR MEETING MINUTES
DECEMBER 4, 2012


The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, December 4, 2012 at 10:00 a.m. in the Conference Room of the Administration Building.

Chairman Bailey called the meeting to order.

WELCOME

Chairman Bailey welcomed everyone to the meeting.

EMPLOYEE RECOGNITION

Chairman Bailey read the list of employees with anniversary hire dates in December. Commissioner Long drew the name of Jenny Whitfield with the District Attorney’s office as Employee of the Month of December.

APPROVAL OF MINUTES

Chairman Bailey asked if there were any additions, omissions, or deletions to the Minutes for the Special Meeting November 20, 2012, the Work Session November 20, 2012, and the Regular Meeting November 20, 2012. Commissioner Long made a motion to approve the minutes. Commissioner Steward seconded the motion and all voted aye. Minutes approved.

Administrator Dowling read the report.

CONSIDERATION OF OLD BUSINESS

CONSIDERATION OF NEW BUSINESS
  • APPOINTMENT TO NORTHWEST GEORGIA REGION ONE EMS FOR BUD OWENS FOR A TWO-YEAR TERM ENDING JANUARY 2015
    County Administrator Dowling advised that this item is for the re-appointment to the Northwest Georgia region one EMS for Bud Owens for a two-year term ending January 2015. The Northwest region one medical services has advised Gordon County that it’s current representative’s term is about to expire and asks that the Board of Commissioners advise of their appointment to this position. Mr. Bud Owens would like to remain on that board.

    Commissioner Long made a motion to reappoint Bud Owens to the Northwest Georgia EMS for a term ending January 2015. Commissioner Hood seconded the motion and Commissioners Long, Hood, and Steward voted aye. Motion passed.

  • APPOINTMENT TO THE BOARD OF ELECTIONS AND VOTER REGISTRATION FOR FOUR-YEAR TERMS ENDING DECEMBER 2016
    County Administrator Dowling advised the Board that this is a recommendation from the Board of Elections for the re-appointments of Shea Hicks, Chairperson, Sherrie Ford, Leon Steward, Carolyn Fuller, and Mina Lusk to the Board of Elections and Voter Registration for four-year terms ending December 2016.

    Commissioner Steward made a motion to approve the re-appointments to the Board of Elections and Voter Registration. Commissioner Hood seconded the motion and Commissioners Long, Hood, and Steward voted aye. Motion passed.

  • CONVEY TITLE OF OLD FIRE ENGINE TO CITY OF RESACA AND PURCHASE EARLY-RESPONSE VEHICLE AND EQUIPMENT FOR VOLUNTEER RESPONDERS AT STATION #5
    Administrator Dowling advised that the Board wishes to donate the old fire engine located at Station #5 in Resaca to the City of Resaca for their use, and to purchase a vehicle for the use of the volunteer responders at Resaca. This vehicle would be equipped for early responders and would be housed at Fire Station #5.

    Commissioner Hood made a motion to donate the old engine to the City of Resaca and purchase an early responder vehicle for the volunteers at Resaca and house it at the Resaca Station #5. Commissioner Steward seconded the motion and Commissioners Hood, Steward, and Long voted aye. Motion passed.

  • ACCEPTANCE OF A DONATION OF A DEED TO CIVIL WAR PRESERVATION TRUST PROPERTY IN RESACA FOR A 50-ACRE TRACT OF LAND
    County Attorney Smith advised the Board that this is a donation from the Civil War Trust of 51.02 acres of historic preservation land located in Resaca at Highway 41 and Chitwood Road.

    Commissioner Long made a motion to accept the donation of the historic preservation land. Commissioner Hood seconded the motion and Commissioners Long, Hood, and Steward voted aye. Motion passed.

  • AUTHORIZE LIMITED ACCESS AGREEMENT WITH CIVIL WAR PRESERVATION TRUST FOR RESACA LAND
    County Attorney Smith advised the Board that this is concerning the donation of the historic preservation land located in Resaca from the Civil War Trust. This is for Board approval for a stipulation requested by the Civil War Trust that the donation be contingent on an access agreement, which would permit the Civil War Trust to access the property for battlefield tours. The Civil War Trust would be required to give advance notice of any planned tour.

    Commissioner Long made a motion to approve the stipulation for the donation of land from the Civil War Trust. Commissioner Hood seconded the motion and Commissioners Long, Hood, and Steward vote aye. Motion passed.

  • PILOT AGREEMENTS WITH THE DEVELOPMENT AUTHORITY FOR MASLAND CARPETS/CONSTANTINE DYEING
    County Attorney Smith advised the Board that these are two Pilot Agreements requested from the Development Authority for real property and for equipment for Masland Carpets, LLC.

    Commissioner Long made a motion to approve the Pilot Agreements and authorize the Chairman to execute the agreements. Commissioner Steward seconded the motion and Commissioners Long, Steward, and Hood voted aye. Motion passed.

ADJOURNMENT

Commissioner Long made a motion to adjourn the meeting. Commissioner Hood seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 6:15 p.m.
