GORDON COUNTY BOARD OF COMMISSIONERS
REGULAR MEETING MINUTES
DECEMBER 6, 2016


The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, December 6, 2016, at 6:00 p.m. in the Conference Room of the Administration Building.

Chairman Hood called the meeting to order.

EMPLOYEE RECOGNITION

Commissioner Gazaway read the list of employees with anniversary hire dates in December. Commissioner Steward drew the name of Jenny Whitfield with the District Attorney’s office as Employee of the Month for December.

APPROVAL OF MINUTES

Chairman Hood asked if there are any additions, omissions, or deletions to the Minutes for the Special Meeting November 4, 2016, Work Session November 15, 2016, Regular Meeting November 15, 2016, and the Special Meeting November 30, 2016. Commissioner Sexton made a motion to approve the minutes. Commissioner Cunningham seconded the motion and Commissioners Cunningham, Sexton, Gazaway and Steward voted aye. Motion approved.

ADMINISTRATOR’S REPORT

County Administrator King read the report into the record.

COMMISSIONERS’ REPORT

Commissioner Sexton reported that he attended the Northwest Georgia Regional Council of Chief Elected Officials and the ACCG First District meeting. Commissioner Steward reported that he attended the Chamber Development Authority Board meeting; Commissioner Steward also made mention of the Board’s recent approval of an interest rate that is a lot lower than the rate the County had on the debt for the jail and Government Plaza building, thus resulting in saving the County approximately $600,000 in interest by refinancing those debts. Commissioner Cunningham attended the ACCG First District meeting, the Farm City Week Banquet, and the Gordon County Historical Society Business After Hours. Commissioner Hood reported that she had attended several administrative meetings.

PUBLIC HEARING FOR ZONING

Commissioner Gazaway made a motion to open the public hearing for zoning. Commissioner Sexton seconded the motion and Commissioners Gazaway, Sexton, Steward, and Cunningham voted aye.

Attorney Ledbetter advised the Board that there are five rezoning applications and all come with the recommendation for approval. All applications and the entire package for each application have been furnished to the Board in their agenda package.

APPLICATION Z16-21 HAROLD & TIMOTHY TARPLEY’S REQUEST TO REZONE FROM A-1 TO C-G

County Attorney Ledbetter read the application for rezoning from A-1 to C-G. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. No one signed up to speak for or against the rezoning.

Commissioner Cunningham made a motion to approve application Z16-21. Commissioner Sexton seconded the motion and Commissioners Cunningham, Sexton, Steward and Gazaway voted aye. Motion passed.

APPLICATION Z16-22 CHADWICK LANE KING’S REQUEST TO REZONE FROM A-1 TO R-1

County Attorney Ledbetter read the application for rezoning from A-1 to R-1. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. No one signed up to speak for or against the rezoning.

Commissioner Gazaway made a motion to approve application Z16-22. Commissioner Sexton seconded the motion and Commissioners Gazaway, Sexton, Steward and Cunningham voted aye. Motion passed.

APPLICATION Z16-23 CHADWICK LANE KING’S REQUEST TO REZONE FROM A-1 TO RA-1

County Attorney Ledbetter read the application for rezoning from A-1 to RA-1. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. No one signed up to speak for or against the rezoning.

Commissioner Cunningham made a motion to approve the rezoning from A-1 to RA-1. Commission Gazaway seconded the motion and Commissioners Cunningham, Gazaway, Steward, and Sexton voted aye. Motion passed.

APPLICATION Z16-24 HUGH GREESON’S REQUEST TO REZONE FROM A-1 TO R-1

County Attorney Ledbetter read the application for rezoning from A-1 to R-1. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. No one signed up to speak for or against the rezoning.

Commissioner Cunningham made a motion to approve the rezoning from A-1 to R-1. Commissioner Gazaway seconded the motion and Commissioners Cunningham, Gazaway, Steward, and Sexton voted aye. Motion passed.

APPLICATION Z16-25 FLIPPER MCDANIEL’S REQUEST TO REZONE FROM A-1 TO CG

County Attorney Ledbetter read the application for rezoning from A-1 to CG. This comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. No one signed up to speak for or against the rezoning.

Commissioner Steward made a motion to approve the rezoning from A-1 to CG. Commissioner Cunningham seconded the motion and Commissioners Steward, Cunningham, Sexton, and Gazaway voted aye. Motion passed.

Commissioner Sexton made a motion to close the public hearing for zoning. Commissioner Gazaway seconded the motion and all voted aye. Motion passed.

UNFINISHED BUSINESS

None

CONSIDERATION OF NEW BUSINESS

DECLARATION OF SURPLUS PROPERTY FOR THE PUBLIC WORKS DEPARTMENT FOR A MAP PLOTTER

County Administrator King advised that this is a request from the Public Works Department to declare as surplus property a map plotter that the department wishes to recycle.

Commissioner Cunningham made a motion to approve the declaration of surplus property for a map plotter for the Public Works Department. Commissioner Gazaway seconded the motion and Commissioners Steward, Gazaway, Cunningham, and Sexton voted aye. Motion passed.

FIRST READING OF THE AMENDMENT TO THE SHOOTING RANGES ORDINANCE, THE AMENDMENT TO THE CHICKENS AND POULTRY ORDINANCE, AND THE AMENDMENT TO THE SOIL EROSION, SEDIMENTATION AND POLLUTION CONTROL ORDINANCE

Attorney Ledbetter advised that this will be the first reading of the amendment to the Shooting Ranges Ordinance. The County has not had an indoor shooting range ordinance; this creates one and also modifies the outdoor shooting range requirements. The amendment to the Chickens and Poultry ordinance would reduce the five acres required to two acres to have chicken; between two and five acres you can have 24 chickens and four can be roosters and you have to keep them up. This requires that the chickens shall be restricted to the property, they cannot run free. Copies of all theses ordinances are available. Just call and we can email them to you or provide a copy. This is the first reading, the ordinances will be presented to the public at the Public Hearing and presented to the Board for adoption on December 20, 2016.

BOARD OF COMMISSIONERS MEETING SCHEDULE FOR 2017

Chairman Hood advised that the Board has a copy of the proposed meeting schedule for 2017 in their agenda package. Chairman Hood asked for a motion to approve the meeting schedule.

Commissioner Gazaway made a motion to approve the 2017 Board meeting schedule. Commissioner Sexton seconded the motion and Commissioners Steward, Gazaway, Cunningham, and Sexton voted aye. Motion passed.

CONTRACT WITH KAIZEN COLLABORATIVE, LLC FOR DESIGN CONSULTING SERVICES FOR A GREENWAY SYSTEM PLAN

County Attorney Ledbetter advised the Board that the Board accepted Kaizen Collaborative’s
bid at a previous meeting to do the design consulting service for Gordon County. This is the contract from Kaizen Collaborative, it is in proper form and accurately reflects the bid, the Board needs to approve the contract and authorize the Chairman to sign it.

Commissioner Gazaway made a motion to approve the Kaizen Collaborative contract and authorize the Chairman to sign. Commissioner Cunningham seconded the motion and Commissioner Sexton, Cunningham, Steward, and Gazaway voted aye. Motion passed. Chairman Hood commented that she would like to thank Congressman Tom Graves for the revenue to do this project.

LIFTING OF GORDON COUNTY BURN BAN DECLARED ON NOVEMBER 4, 2016

Chairman Hood advised that this is for Board consideration to approve lifting of the Gordon County Burn Ban that was declared on November 4, 2016.

Commissioner Sexton made a motion to approve the lifting of the Gordon County Burn Ban. Commissioner Cunningham seconded the motion and Commissioners Gazaway, Cunningham, Sexton, and Steward voted aye. Motion passed.

ADJOURNMENT

Commissioner Sexton made a motion to adjourn the meeting. Commissioner Gazaway seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 6:25 p.m.
