4/20/10 Regular Session Minutes
The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, April 20, 2010, at 9:15 a.m. in the Conference Room of the Administration Building
Chairman Long called the meeting to order.
INVOCATION AND PLEDGE OF ALLEGIANCE
Invocation was led by Rev. John Allen and the pledge of allegiance was led by Chairman Long.
WELCOME
Chairman Long welcomed everyone to the meeting.
APPROVAL OF MINUTES
Chairman Long asked if there were any additions, omissions, or deletions to the Minutes for the Work Session April 6, 2010 and the Regular Meeting April 6, 2010. Commissioner Bailey made a motion to approve the minutes. Commissioner Gordon seconded the motion and all voted aye. Minutes approved.
ADMINISTRATOR’S REPORT
Administrator Dowling read the report into the record.
COMMISSIONERS’ REPORT
Commissioner Hood invited everyone to a Town Hall Meeting for April 22 at 6:00 pm at the Sonoraville Recreation Complex.

- PROCLAMATION FOR APRIL AS DONATE LIFE MONTH IN GORDON COUNTY
Chairman Long read the proclamation into the record. Commissioner Gordon made a motion to approve the Proclamation. Commissioner Bailey seconded the motion and Commissioners Bailey, Gordon, and Hood voted aye. Motion passed.
- AMENDMENT TO THE 218 AGREEMENT ELECTION WORKERS AGREEMENT BETWEEN GORDON COUNTY AND THE EMPLOYEES’ RETIREMENT SYSTEM OF GEORGIA
County Attorney Hutchinson advised the Board that this is a modification to the 218 Election Workers Agreement between Gordon County and the Employees’ Retirement System of Georgia to increase the threshold for exclusion of election officials and election worker positions who earn less than $1,500 per calendar year. Commissioner Bailey made a motion to approve the modification to the 218 Agreement. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, and Hood voted aye. Motion passed.
- SPLOST REQUEST FROM THE CITY OF PLAINVILLE FOR THE REMAINING RECREATION AND ROAD SPLOST FUNDS
Administrator Dowling advised the Board that this is a SPLOST request from the City of Plainville for their remaining SPLOST road and recreation funds in the amount of $55,733.35 road funds and $19,962.97 recreation funds. Commissioner Gordon made a motion to approve the SPLOST request. Commissioner Bailey seconded the motion and Commissioners Gordon, Bailey, and Hood voted aye. Motion passed.
- DECLARATION OF SURPLUS COUNTY PROPERTY FOR A VEHICLE FROM THE SHERIFF’S OFFICE A 2001 GMC DENALI
Administrator Dowling advised the Board that this is a request from the Sheriff’s Department to have the Board declare a 2001 GMC Denali surplus so that the Sheriff’s Department can dispose of the vehicle. Commissioner Gordon made a motion to declare a 2001 GMC Denali as surplus county property. Commissioner Bailey seconded the motion and Commissioners Bailey, Gordon, and Hood voted aye. Motion passed.
- BUDGET AMENDMENT #11 FOR A VEHICLE FOR EMA DEPARTMENT FUNDED IN PART BY A GEMA GRANT
Administrator Dowling advised that this is a budget amendment to purchase a 2010 Ford Expedition for the EMA Department. GEMA grant funds will pay $10,000, leaving the county to fund the balance of $14,000. Commissioner Bailey made a motion to approve the budget amendment. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, and Hood voted aye. Motion passed.

Commissioner Bailey made a motion to adjourn the meeting. Commissioner Hood seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 9:30 a.m.
