5/17/11 Regular Session Minutes

The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, May 17, 2011, at 6:00 p.m. in the Conference Room of the Administration Building.

Chairman Bailey called the meeting to order.

INVOCATION AND PLEDGE OF ALLEGIANCE
Invocation was led by Rev. John Allen and the pledge of allegiance was led by Chairman Bailey.

WELCOME
Chairman Bailey welcomed everyone to the meeting.

APPROVAL OF MINUTES

Chairman Bailey asked if there were any additions, omissions, or deletions to the Minutes for the Work Session May 4, 2011, and the Regular Meeting May 4, 2011. Commissioner Long made a motion to approve the minutes. Commissioner Hood seconded the motion and all voted aye. Minutes approved.

ADMINISTRATOR’S REPORT

Administrator Dowling read the report.

COMMISSIONERS’ REPORT

None

Commissioner Long made a motion to open the Public Hearing for zoning. Commissioner Steward seconded the motion and all voted aye.

PUBLIC HEARING FOR ZONING

  • APPLICATION #Z11-02 HELEN BARRETT PAUL AND HARRY BARRETT
    County Attorney Smith read Application #Z11-02, Helen Barrett Paul and Harry Barrett’s request to rezone from C-G to A-1. This application comes to the Board of Commissioners from the Planning Commission with their recommendations for approval. No one signed to speak for or against the rezoning application. Commissioner Long made a motion to approve the application. Commissioner Steward seconded the motion and Commissioners Long, Steward, and Hood voted aye. Motion passed. Commissioner Hood made a motion to close the Public Hearing for zoning. Commissioner Long seconded the motion and all voted aye.

CONSIDERATION OF NEW BUSINESS

  • DECLARATION OF SURPLUS COUNTY PROPERTY FOR THE SHERIFF’S OFFICE FOR TWO VEHICLES
    Administrator Dowling advised the Board that this is a declaration of surplus county property for two vehicles for the Sheriff’s Department, consisting of a 1989 Lincoln Navigator and a 2000 Ford Mustang. Commissioner Hood made a motion to approve the declaration of surplus property for two vehicles at the Sheriff’s Department. Commissioner Steward seconded the motion and Commissioners Hood, Steward, and Long voted aye. Motion passed.
  • PUBLIC TRANSPORTATION PROPOSAL FOR FISCAL YEAR 2011/2012 FOR NORTH GEORGIA COMMUNITY ACTION, INC. TO OPERATE THE 5311 VAN PROGRAM
    Administrator Dowling advised the Board that this is a proposal from the North Georgia Community Action, Inc. for fiscal year 2011/2012 to operate the 5311 van program for Gordon County. This is a third party administrator for the county’s three-bus public transportation system. Commissioner Long made a motion to approve the proposal from North Georgia Community Action to operate the van program. Commissioner Hood seconded the motion and Commissioners Hood, Steward, and Long voted aye. Motion passed.
  • INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF CALHOUN FOR ELECTION SERVICES BY THE GORDON COUNTY BOARD OF ELECTIONS FOR CONDUCTING CITY ELECTIONS
    County Attorney Smith advised the Board that this is for Board consideration for an intergovernmental agreement with the City of Calhoun for the provision of election services by the Gordon County Board of Elections for conducting City elections. This is a renewal of an existing agreement that has been in effect for the past four years. The Board of Elections recommends to the Board of Commissioners that this agreement be extended for an additional four-year term. The only change in the agreement from the past to the present would also be the addition of an automatic renewal clause for a period following the expiration of the upcoming four-year term. Commissioner Steward made a motion to approve the agreement. Commissioner Long seconded the motion and Commissioners Long, Steward, and Hood voted aye. Motion passed.
  • FACILITIES USAGE AGREEMENT WITH GREATER COMMUNITY DAY CAMP TO OPERATE A SUMMER CAMP AT THE SONORAVILLE RECREATION DEPARTMENT
    County Attorney Smith advised the Board that this is a facilities usage agreement between Gordon County and the Greater Community Day Camp to operate a summer day camp at the Sonoraville Recreation Department. A proposal from Greater Community Day Camp was presented to the Board at a previous meeting. This comes to the Board with the recommendation for approval from Derrick McDaniel, Director of Parks and Recreation. Commissioner Long made a motion to accept the facilities agreement with Greater Community Day Camp. Commissioner Hood seconded the motion and Commissioners Long, Hood, and Steward voted aye. Motion passed.

ADJOURNMENT
Commissioner Long made a motion to adjourn the meeting. Commissioner Hood seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 6:15 p.m.
