7/06/10 Regular Session Minutes

The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, July 6, 2010, at 6:00 p.m. in the Conference Room of the Administration Building.

Chairman Long called the meeting to order.

INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation was led by Rev. John Allen and the pledge of allegiance was led by Chairman Long.

WELCOME
Chairman Long welcomed everyone to the meeting.

APPROVAL OF MINUTES
Chairman Long asked if there were any additions, omissions, or deletions to the Minutes of the Work Session June 15, 2010, and the Regular Meeting June 15, 2010. Commissioner Bailey made a motion to approve the minutes. Commissioner Hood seconded the motion and all voted aye. Minutes approved.

Administrator Dowling read the report.

CONSIDERATION OF OLD BUSINESS
None

  • AMENDMENTS TO THE UNIFIED LAND DEVELOPMENT CODE, CHAPTER 1, CHAPTER 3, AND CHAPTER 10 – second reading
    Administrator Dowling read the amendments by title only. Commissioner Bailey made a motion to approve the amendments and to adopt the amendments to the ULDC. Commissioner Hood seconded the motion and Commissioners Bailey, Townsend, and Hood voted aye. Motion passed.
  • ORDINANCE REGULATING PAWN SHOPS AND PAWN SHOP OWNERS – second reading
    Administrator Dowling read the ordinance by title only. Commissioner Bailey made a motion to approve the ordinance. Commissioner Hood seconded the motion and Commissioners Bailey, Hood, and Townsend voted aye. Motion passed.

CONSIDERATION OF NEW BUSINESS

  • AMENDMENT TO ORDINANCE SETTING TIME AND LOCATION FOR BOARD OF COMMISSIONER MEETINGS – first reading
    County Administrator Dowling advised the Board that this is the first reading of the amendment to the Ordinance setting time and location for Board of Commissioner Meetings. Administrator Dowling read the times and locations for the meetings. The amendments will be on the Agenda for the seconded reading and adoption at the July 20 Regular Meeting of the Board.
  • BID AWARD FOR REPLACEMENT VEHICLES FOR EMA AND FIRE DEPARTMENT
    County Administrator Dowling advised that this is a bid award for replacement vehicles for EMA and the Fire Department. Gordon County solicited for bids for a 2010 Ford Expedition 4×4 for EMA in May 2010. Prater Ford was the low biddder at $23,963. The Board approved this bid during the May 18, 2010 meeting. This year’s budget includes two additional 2010 Ford Expedition 4×4 for EMA and Fire Department. Prater Ford’s bid is still valid for these purchases. Commissioner Bailey made a motion to approve the bid from Prater Ford for two additional 2010 Ford Expedition 4×4. Commissioner Hood seconded the motion and Commissioners Bailey, Hood, and Townsend voted aye. Motion passed.
  • AGREEMENT WITH GEORGIA INDIGENT DEFENSE SERVICES
    County Administrator Dowling advised that this is the annual agreement with the Georgia Indigent Defense Services; this is the County’s Public Defenders Office. This is an agreement for the County to pay to the Georgia Indigent Defense Services $172,536 for salaries and benefits of employees of the Public Defenders Office. Commissioner Bailey made a motion to approve the agreement. Commissioner Hood seconded the motion and Commissioners Bailey, Hood and Townsend voted aye. Motion passed.
  • RE-APPOINTMENTS TO THE GORDON COUNTY HISTORIC PRESERVATION COMMISSION FOR THREE-YEAR TERMS ENDING JUNE 2013
    Administrator Dowling advised that this is re-appointments to the Gordon County Historic Preservation Commission for three-year terms ending June 2013 for Stanley Chambers and David Mitchell. Commissioner Hood made a motion to approve the re-appointments. Commissioner Bailey seconded the motion and Commissioners Hood, Bailey, and Townsend voted aye. Motion passed.

ADJOURNMENT

Commissioner Bailey made a motion to adjourn the meeting. Commissioner Hood seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 6:30 p.m.
