8/02/11 Regular Session Minutes

The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, August 2, 2011, at 10:00 a.m. in the Conference Room of the Administration Building.

Chairman Bailey called the meeting to order.

INVOCATION AND PLEDGE OF ALLEGIANCE

Invocation was led by Rev. John Allen and the pledge of allegiance was led by Chairman Bailey.

WELCOME
Chairman Bailey welcomed everyone to the meeting.

EMPLOYEE RECOGNITION
Chairman Bailey read the list of names of employees with anniversary hire dates in August. Commissioner Hood drew the name of Bobby Nichols as Employee of the Month.

APPROVAL OF MINUTES
Chairman Bailey asked if there were any additions, omissions, or deletions to the Minutes for the Work Session July 19, 2011, and the Regular Meeting July 19, 2011. Commissioner Long made a motion to approve the minutes. Commissioner Hood seconded the motion and all voted aye. Minutes approved.

ADMINISTRATOR’S REPORT
Administrator Dowling read the report.

COMMISSIONERS’ REPORT
Commissioner Long and Chairman Bailey commended the Recreation Department staff for their organization and hard work during the recent event for 7-Year Olds Dizzy Dean Tournament held at the Sonoraville Recreation Complex.

CONSIDERATION OF OLD BUSINESS

CONSIDERATION OF NEW BUSINESS

  • OPERATING CONTRACT WITH GEORGIA D.O.T. FOR SECTION 5311 VAN PROGRAM
    Administrator Dowling advised the Board that this is for approval of the annual Georgia D.O.T. Operating Contract for the Section 5311 van public transportation program. This is to fund the operation from July 1, 2011 to June 30, 2012 in the amount that the county will have to participate of $85,255. Commissioner Hood made a motion to approve the operating contract with D.O.T. for the van program. Commissioner Long seconded the motion and Commissioners Long, Hood, Steward, and Townsend voted aye. Motion passed.
  • LEASE AGREEMENT WITH ALEX W. FRANKLIN FOR PLAINVILLE COMPACTOR SITE AND LEASE AGREEMENT WITH WILLIAM WORLEY FOR RESACA COMPACTOR SITE
    County Attorney Smith advised that these are the lease renewals on the Plainville compactor site and the Resaca compactor site. These leases have been in effect for many years, these are the renewals for those compactor sites. Commissioner Steward made a motion to approve the two compactor site leases. Commissioner Hood seconded the motion and Commissioners Long, Townsend, Steward, and Hood voted aye. Motion passed.
  • RESOLUTION TO SUPPORT REDISTRICTING OF CONGRESSIONAL DISTRICTS
    County Attorney Smith advised that this is for consideration by the Board of a resolution in support for, either the modification of the boundaries of the 9th Congressional district, or the creation of a new Congressional district. Commissioner Long made a motion to approve the resolution in support of modifying the 9th Congressional district or a new district. Commissioner Hood seconded the motion and Commissioners Long, Hood, Townsend, and Steward voted aye. Motion passed. Commissioner Hood made a motion to go into Executive Session for real estate purposes. Commissioner Long seconded the motion and Commissioners Hood, Long, Townsend, and Steward voted aye. Motion passed. Executive Session began at 10:20 a.m. During the Executive Session, Commissioner Hood made a motion to amend the motion for Executive Session to also include, for the purposes of discussion of personnel issues. Commissioner Long seconded the amended motion, and Commissioners Hood, Long, Steward, and Townsend voted aye. Motion passed.

Commissioner Long made a motion to close the Executive Session and to go back into the Regular Meeting. Commissioner Hood seconded the motion and all voted aye. Executive Session ended at 11:05 a.m.

ADJOURNMENT
Commissioner Long made a motion to adjourn the meeting. Commissioner Hood seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 11:05 a.m.
