8/18/09 Regular Session Minutes
The Gordon County Board of Commissioners held their Regular Meeting on Tuesday, August 18, 2009, at 7:00 p.m. in the Gordon County Administration Building Conference Room.
Chairman Long called the meeting to order.
INVOCATION AND PLEDGE OF ALLEGIANCE
Invocation and the pledge of allegiance were led by Chairman Long.

Chairman Long welcomed everyone to the meeting.
APPROVAL OF MINUTES
Chairman Long asked if there were any additions, omissions, or deletions to the Minutes for the Work Session August 4, 2009, and the Regular Meeting August 4, 2009. Commissioner Gordon made a motion to approve the minutes. Commissioner Bailey seconded the motion and all voted aye. Minutes approved.

- BID AWARD FOR A FORD E-350 INMATE TRANSPORT VAN FOR GORDON COUNTY JAIL
Administrator Dowling advised that this is a bid award for the purchase of an inmate transport van for the jail. Gordon County solicited for bids and numerous vendors responded with bids. Sheriff’s Office staff has evaluated the bids and determined that a new transport van would be in the best interest of the County. The most responsive bidder is Prater Ford in the amount of $23,688. Funds for this purchase are available and will be transferred from the jail inmate housing line item to the capital outlay vehicles line item.
Commissioner Gordon made a motion to award the bid to Prater Ford. Commissioner Bailey seconded the motion and Commissioners Bailey, Gordon, Hood, and Townsend voted aye. Motion passed.
- BID AWARD FOR A NEW CHEVROLET TAHOE PATROL VEHICLE FOR SHERIFF’S OFFICE
Administrator Dowling advised that this is a bid award for a Chevrolet Tahoe patrol vehicle for the Sheriff’s Office. Gordon County solicited for bids and two vendors responded with bids. A quote was also received from the Excess Property Program of the Georgia Emergency Management Agency. Their quote for a new 2010 Chevy Tahoe was $23,551.94. The Sheriff’s Office evaluated the bids and the quote and determined that the GEMA quote is the most responsive. Funds for this purchase are available and will be transferred from the jail inmate housing line item to the capital outlay vehicles line item.
Commissioner Bailey made a motion to approve the quote from GEMA and award the bid to GEMA. Commissioner Gordon seconded the motion and Commissioners Bailey, Hood, Gordon, and Townsend voted aye. Motion passed.
- BID AWARD FOR A REGIONAL BURN TRAILER FOR THE FIRE DEPARTMENT
Administrator Dowling advised the Board that this is a bid award for a regional burn trailer for the Fire Department. Gordon County solicited for bids and only one vendor responded with a bid. Fire Training Structures submitted a bid of $157,030. Funding to come from a grant. The County’s fire department had applied for a federal Fire Act grant and the grant was awarded to the county in the amount of $163,577 on an 80% federal and 20% local matching basis.
Commissioner Bailey made a motion to approve the bid from Fire Training Structures. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, Townsend, and Hood voted aye. Motion passed.
- ACCEPTANCE OF FEDERAL STIMULUS ROAD PAVING FUNDS FOR PROJECTS ON CRAIGTOWN ROAD AND NEWTOWN CHURCH ROAD
Administrator Dowling advised the Board that these are federal stimulus transportation projects previously submitted to the Georgia Department of Transportation. Gordon County has received written confirmation from the Georgia DOT for funding of these two projects with the Right of Way certification for the County’s approval.
Commissioner Bailey made a motion to approve accepting the stimulus funding for these two projects. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, Hood, and Townsend voted aye. Motion passed.
- AGREEMENT WITH CITY OF PLAINVILLE TO CONDUCT ELECTIONS
County Attorney Hutchinson advised the Board that this is an intergovernmental agreement with the City of Plainville for the Gordon County Board of Elections and Voter Registration to conduct and administer primaries and elections for the City of Plainville.
Commissioner Bailey made a motion to approve the agreement. Commissioner Gordon seconded the motion and Commissioners Bailey, Gordon, Hood, and Townsend voted aye. Motion passed.
- MUTUAL AID AGREEMENT WITH GILMER COUNTY
County Attorney Hutchinson advised the Board that this is an agreement with Gilmer County whereby Gordon County and Gilmer County each authorizes each county to enter into the other county to provide extraterritorial fire protection and emergency rescue services, or other emergency support.
Commissioner Gordon made a motion to approve the agreement. Commissioner Bailey seconded the motion and Commissioners Gordon, Bailey, Hood and Townsend voted aye. Motion passed.

Commissioner Gordon made a motion to adjourn the meeting. Commissioner Bailey seconded the motion and all voted aye. There being no further business, the meeting was adjourned at 7:15 p.m.
