9/27/11 Special Meeting Minutes

The Gordon County Board of Commissioners held a Special Meeting September 27, 2011 at 9:00 a.m. in the Administration Building Conference Room.

Chairman Bailey called the meeting to order and welcomed everyone.

APPROVAL OF RESOLUTION TO ESTABLISH 2011 TAX LEVY

Administrator Dowling explained the Resolution to Establish the 2011 Tax Levy. Commissioner Long made a motion to approve the Resolution to set the 2011 millage rate at 29.278 total mills for the incorporated and unincorporated areas of the county for county government operations and county school operations. Commissioner Steward seconded the motion and Commissioners Long, Steward, and Hood voted aye. Motion passed.

APPLICANTS FOR APPOINTMENT TO THE REGION ONE DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL DISABILITIES PLANNING BOAD FOR THREE YEAR TERMS

Chairman Bailey advised that the Board has received two applications for the two openings on the Region One Department of Behavioral Health and Developmental Disabilities Planning Board for Three Year Terms ending 9/30/2014. Commissioner Hood made a motion to approve the appointments of Mr. E. Lynn Elkins and Mr. Robert Grace to the Region One DBHDD Planning Board for three year terms. Commissioner Long seconded the motion and Commissioners Hood, Long, and Steward voted aye. Motion passed.

CONSIDERATION FOR SUBMITTING AN AMENDMENT TO THE SOLICITATION FOR OFFER FOR THE NEW GORDON COUNTY USDA SERVICE CENTER
Administrator Dowling advised that this is for Board consideration of submitting an amendment to the solicitation for offers for the new Gordon County USDA Service Center. The building size has changed, due to USDA new regulations and they need more room for the facility. The county wants to combine the USDA offices with the local extension office to have a one-stop facility and have a regional hub for agricultural producers, etc. Don Chandler with Forum MDS has produced a lot of paperwork preparing for a response to the solicitation for offer to the USDA. Mr. Chandler came before the Board and shared the rendering of the facility and the floor plan. The portion of the facility for the USDA has increased the square footage from 5,550 to 6,450 square feet. The conditional offer is that the county would have to be able to get a 4.5% interest rate or below on the entire transaction. This would involve getting a 15 or 20 year lease purchase agreement. There followed a lengthy discussion with Mr. Chandler and Mr. Gregg Bowman, local agent with the Cooperative Extension Office, concerning the pluses for the county and the agricultural community of being awarded this solicitation to construct the USDA Service Center in Gordon County. Commissioner Long made a motion to approve the county submitting an amendment and authorize the Chairman to execute all documents. Commissioner Steward seconded the motion and Commissioners Long, Steward, and Hood voted aye. Motion passed.

Commissioner Hood made a motion to adjourn the meeting. Commissioner Steward seconded and all voted aye.

There being no further business, the meeting adjourned at 9:35 a.m.
